Position Details
Basic Function:
The Real Estate Portfolio Manager provides district-wide leadership for the strategic management of the school district's real estate and space portfolio. This role oversees leasing, space utilization, and portfolio optimization across instructional and non-instructional facilities to ensure efficient, equitable, and compliant use of public assets. This role serves as a key advisor to executive leadership and cross-functional partners, supporting responsible stewardship of public resources while advancing district priorities for access, equity, and long-term sustainability.

- Lead the development and implementation of a district wide real estate and space utilization strategy aligned to enrollment projections, academic programming, operational needs, and long-range plans. "E"
- Establish and maintain district space standards and utilization metrics to support equitable, efficient allocation of facilities. "E"
- Conduct portfolio-level analyses to identify under-utilization, co-location opportunities, consolidation options, and short- and long-term space solutions. "E"
- Manage the district's leasing portfolio, including negotiation, execution, renewal, amendment, and termination of lease agreements for instructional and non-instructional uses. "E"
- Oversee relationships with landlords, brokers, legal counsel, and property management vendors as appropriate. "E"
- Ensure lease terms align with district policy, budget constraints, programmatic needs, and compliance requirements. "E"
- Develop and manage budgets related to leased properties and portfolio optimization efforts. "E"
- Prepare financial analyses, cost-benefit assessments, and recommendations to support executive decision-making. "E"
- Identify opportunities for cost avoidance, savings, or improved utilization of district assets. "E"
- Partner with Academic, Operations, Facilities, Finance, Legal, Enrollment, and other central offices to align space decisions with district priorities. "E"
- Serve as a liaison between central office leadership and school communities regarding space use, relocations, and leasing decisions. "E"
- Support implementation of space changes, relocations, or reconfigurations in collaboration with operational teams. "E"
- Ensure compliance with applicable laws, regulations, board policies, and district procedures related to real estate and facility use. "E"
- Identify and manage portfolio-level risks, including financial exposure, contractual obligations, and operational impacts. "E"
- Maintain accurate records, documentation, and reporting related to district real estate and space utilization. "E"
- Provide leadership for assigned staff, consultants, or cross-functional teams, including goal-setting, work planning, and performance oversight. "E"
- Develop tools, guidance, and processes to standardize space utilization and leasing practices across the district. "E"
- Represent the district in internal leadership forums and external meetings related to real estate and space planning. "E"
- Demonstrate a commitment to the Portland Public Schools Racial Equity and Social Justice Commitment by developing a thorough knowledge and application of the district Racial Educational Equity Policy, the PPS RESJ Framework and Plan, and the PPS RESJ Partnerships Investment Strategy and other board policies; participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K - 12 education;
model appropriate behaviors; develop, recommend and implement improvements to educational practices with awareness and understanding of their impact in a racially and culturally diverse community. - Perform other duties as assigned.
