Program Description :
The Community Program Manager III is responsible for overseeing and maintaining day to day operations of the permanent supportive housing programs. The role of the program manager is to direct QMHP, QMHA, Peer Wellness and administrative staff in providing treatment and housing retention supports for client households participating in our supported housing programs, while supporting a Trauma Informed Care model.

With the high prevalence of trauma among individuals receiving mental health services, it is required the Program Manager understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. This position has a leadership role in inter-agency program development and oversight. The Community Program Manager III explores, evaluates and cultivates program and staff development using research-based best practices or evidence-based models of care in specialized supported housing services settings.

This position involves participation and implementation of program goals and objectives to promote a strengths-based, client-centered approach to assisting residents in achieving individual goals and ultimately transitioning to a less restrictive setting. The Program Manager III will provide and oversee a wide range of administrative duties connected to clinical operations and grant requirements.

Contribute to the development of annual goals and objectives for the program which are consistent with the strategic goals of Cascadia Behavioral Healthcare, and the department(s) to which the Program Manager is assigned.

Assist the Clinical Director and Senior Director in developing and updating policies, procedures and systems to support agency goals and objectives for permanent supportive housing, short-term rent assistance and program clinical services.

Determine staffing requirements, recruit, hire and train staff. Establish work plans and priorities for staff members and assess the progress of staff members; take corrective action as needed. Conduct performance reviews for staff members.

Oversee daily operations and provide training and guidance to staff to ensure that program goals and contract objectives are met.

Serve as a leader for team related to adherence and training for staff on agency policies/procedures. Conduct regular review and updating of program specific procedures and written guidelines, and initiate action and active leadership in developing, revising, or drafting program procedures, guidelines and protocols in collaboration with peer Management Staff, Clinical Director, Sr. Director, and administrative leadership including Quality Management and Human Resources.

Lead in communicating and coordinating with partners and Cascadia Housing property management team for programs.

Serve as lead for notification and coordination with Quality Management and Human Resources Employee Relations in events which are Critical Incidents, or impact staff negatively.

Assist community partners and stakeholders to resolve interagency and systems problems.
