Oversee the operations of the Clark Center Shelter and Clark Center Annex, including shelter operations, residential property management, housing compliance, and supervision of assigned staff. The Clark Center Shelter is a 90-bed short-term residential program that includes 12 TSU beds for the Department of Corrections and provides access to basic needs, housing, and other supportive services. The Clark Center Annex consists of 22 single-room occupancy housing units, including 12 Veterans Grant and Per Diem (GPD) units and 10 Section 8 Permanent Supportive Housing units.
This position is responsible for ensuring effective program operations across both locations and overseeing the property management, tenant administration, documentation, reporting, and regulatory compliance responsibilities associated with the Clark Center Annex.
- Ensure effective, safe, and compliant program and housing operations across both locations, including adherence to contractual, regulatory, and agency requirements.
- Provide leadership and supervision to assigned staff, including hiring, onboarding, training, coaching, performance management, disciplinary action, termination, timecard review, and leave approvals.
- Develop and maintain program policies, procedures, practices, and house rules in coordination with agency leadership and in accordance with participant needs and contractual requirements.
- Oversee facility operations, maintenance, facility systems and equipment, supplies, budgets, reporting, and other operational needs for both programs.
- Coordinate with internal departments, funders, government agencies, community partners, and other stakeholders to support effective service delivery and program operations.
- Monitor program performance, contractual obligations, and compliance requirements and identify opportunities for continuous improvement.
- Oversee day-to-day shelter operations at the Clark Center and ensure services are delivered in a safe, respectful, and participant-centered manner.
- Ensure shelter operations support participants in achieving the highest possible level of self-determination and stability while respecting the dignity, rights, and abilities of each individual participant.
- Collaborate with the Department of Corrections to manage and maintain occupancy of the 12 Transitional Services Unit (TSU) beds.
- Oversee Clark Center kitchen operations, food ordering, program supplies, and other day-to-day shelter operational needs in accordance with applicable requirements.
- Oversee the facilitation of regular House Meetings and coordinate with internal and community partners to support participant needs and service delivery.
- In coordination with the Development Department, support volunteer activities and ensure agency procedures are followed for receiving in-kind and monetary donations.
- Maintain relationships with the Neighborhood Association and ensure compliance with applicable Good Neighbor Plan requirements.
- Oversee day-to-day housing and property management operations for the Clark Center Annex and ensure compliance with applicable housing program, funding, and regulatory requirements.
- Coordinate tenant lease-ups, lease signings, move-ins, annual recertifications, move-outs, vacancies, waitlists, eligibility, pre-lease requirements, and other required occupancy processes.
- Maintain accurate, complete, and current tenant files, housing documentation, and required tenant and housing information in WCMS, HMIS, Door Loop, and other applicable systems and reporting portals.
