REPORTS TO: Director of Housing
CLASSIFICATION: 1(FTE), Exempt, full-time, 40 hours per week, 8:30 am-5:00 pm Monday through Friday with some evenings and weekends. Eligible for telecommuting. Local travel required.
SCOPE The Urban League of Portland Housing Program Manager will be responsible for implementing and managing a comprehensive supportive housing program, east county service center, and other programs that support the empowerment and housing stability of the Black Community. The incumbent will build partnerships in the local and national green careers industry, create and act as the primary point of contact for all aspects of a culturally specific green careers employment program.
The position requires strong management and supervision skills, interpersonal, organizational, and time-management skills, knowledge of local community resources, partnership development experience, and an interest in helping to empower Black communities. The Manager will provide oversight of the provisions and requirements of the HUD and other funding, provide reflective supervision to direct service team of 8 (not to exceed
10), co-manage the overall needs of the Housing team, collaborate with all Urban League departments in support of integrated services, acts as representative on the agency’s Leadership Team, and work to secure resources to enhance and expand workforce programming. This position also supports financial tracking and assists with program budgeting. Leading and supporting the agency’s housing services; these programs directly help people experience homelessness to find and retain safe, stable housing.
Duties And Responsibilities
- PARTNERSHIP Identify, develop, maintain, and expand partnerships in the public and private sectors with jobs/careers resource providers, business owners, trainers, vendors, and employers in support of a comprehensive culturally specific program and successful grant applications.
- Attend networking, meetups, community events, and other events in support of the Supportive Housing Program and overall local affordable housing resource development.
- Provide oversight periodic partnership appreciation and/or engagement activities.
- Work with Development and Leadership to market housing programs to potential employers and as part of our integrated service model.
- Ensure that partnerships provide viable employment opportunities for workable participants in Urban League of Portland programs.
- Liaison with Urban League leadership to determine the alignment of services and facilitate the process on behalf of workforce programs.
- Work closely with identified employers to maximize career opportunities, retention, and success of Urban League of Portland program participants.
- Network in the public and private sectors to promote awareness of the Supportive Housing Program and other housing programs to enhance and/or expand the program’s reputation and partnership portfolio.
- Contribute to the overall agency efforts by completing other duties as assigned.
- PROGRAMMING Research and be knowledgeable in housing first best practices, the goals and history of Joint Office of Homelessness Services and other local funders, the racial disparities of climate change impact, national and local Black housing trends, local and national trends in homeless crisis, and other information necessary to operate programs.
- Lead and monitor all aspects (outline, staffing plan, curriculum, project schedule, budget, collaborative partnerships, employment partners, etc.) of Supportive Housing and other housing programs focused on direct service case management to Urban League participants into living-wage careers and permanently supportive housing.
- Create, present for internal review, monitor, and/or maintain all Supportive Housing and other program budgets, applicable reporting, applicable program forms and other documentation.
- SUPERVISION Provide support to managers for supervision and evaluation of housing leads and supervisory staff, including assessing their intensive case management, information and assistance, outreach, and strengths bases management.
