Community Engagement Specialist I - Metro-1-The Community Engagement Specialist is responsible for the administration of the community engagement and outreach activities for assigned region. This position researches and identifies best practices and meaningful opportunities to interface with members, community partners, and the public in a variety of engagement activities. This position also acts as a community liaison to a variety of services that share our mutual population and supports and coordinates events and projects in partnership with community partners.

This position works with Community Engagement leadership and leaders of strategic community organization partners in programs and processes which are relevant to the implementation of the Community Health Improvement Plan and regional priorities around member and community engagement. All work is conducted through the lens of improving health equity for all vulnerable populations. This position is located within the community it serves and provides direct support to management, as needed.

Estimated Hiring Range:$66,690.00 - $81,510.00

-Essential Responsibilities Community Engagement and Outreach

Note:

This role is a community-based role that includes evening and weekend Community events (Flex time provided) and does require at times being onsite at the Portland office and/or at Community Based Organization offices as required by workload and Community events.

Actively works to foster relationships with community-based organizations and networks to advance community relations and equity-based initiatives.

Identify information, resource and technical assistance needs of community partners and connect them to Care Oregon resources.

Develop and deliver education materials for community partners around OHP benefits and Care Oregon services.

Develop and implement public participation plans, outreach tools and other activities designed to broaden public involvement and improve communications with community members, particularly for underserved communities and communities of color.

Maintain and monitor community partner communication tools (information databases, newsletters, emails, websites, social media, etc.) for accuracy and effectiveness.

Continually refine outreach and engagement tools in support of programs and resources that lead to more accessibility for communities of color, non-English speakers, and people with disabilities.

Collaborate with team/departments to identify and track community events to maximize organizational capacity for engagement.

Work with team/departments to plan, implement, and participate in community outreach initiatives, health fairs, workshops, and culturally relevant engagement strategies.

Identify opportunities for team/departments to leverage existing community engagement work and learnings.

Serve as a subject matter expert in community dynamics and cross-cultural community engagement.

Coordinate the development of the ICN Community Based Organization Workgroup, including member recruitment, outreach and engagement, agenda planning, meeting and group facilitation, and document preparation.

Program Administration Collaborate with the Community Health Partnership and other CBO leadership as applicable on agency, initiative, and event-specific community-based activities.

Act as a liaison for Care Oregon to outside community stakeholders, reporting back to the Community Health Partnership Director or other CO leadership as applicable.

Provide input and review key public engagement messages and policies for accuracy and consistency.

Work with the Community Engagement leadership to implement work relevant to the Community Health Improvement Plan, which may include research, reporting and supporting grant funded programs.

Represent Care Oregon at community events, standing committees, workshops, conferences, and project-specific events.

Serve as the liaison between Care Oregon and Community Service Network (CSN).Lead a variety of small improvement projects relating to community engagement and partnership initiatives.

Using project management knowledge, identify appropriate teams, including internal staff, external partners, and community groups required to meet project goals.

Compile assessment information, document needs, and create work or project plans.
