The Opportunity:

Multnomah County Workplace Security Program in the office of the Chief Operating Officer (COO), is seeking a professional skilled and knowledgeable in analysis, development, and management of security programs.

Responsibilities
  • Assist program leadership in the planning, organizing, strategic development and administration of the CISP
  • Engage across County departments and offices in developing and maintaining Countywide security standards, systems, policies, protocols, business practices, and physical security measures.
  • Evaluate goals, objectives, priorities and activities to recommend and/or establish administrative controls and improvements based on program performance and outcomes.
  • Gather, research and analyze relevant documents, data, and information to assist with current projects and conceptualize future projects and policy initiative priorities.
  • Collect and process incident data from multiple platforms and maintain monthly and quarterly security data products.
  • Conduct security vulnerability assessments using the Crime Prevention Through Environmental Design (CPTED) model.
  • Manage Countywide rapid response plans and work across departments to update as necessary.
  • Recommend and implement Countywide security standards, access control, protocol, plans and equipment as necessary; review, monitor, and update as needed.
  • Develop and manage Countywide web-based security webpage security newsletter, and other forms of communication.
  • Interpret and apply human resources policies and procedures and collective bargaining agreements as they relate to workplace security.
  • Assist with developing, implementing, supervising, and supporting an effective site- specific clearly defined security, clearly defined plan for Person in Charge, Facility Security Officers, Library Safety/Security Liaison, and various department security representatives across the County.
  • Plan, prioritize and assign project work for the CISP; evaluate the effectiveness of county HR policies and practices as they relate to workplace security.
  • Develop and conduct Countywide training as it related CISP.
  • Conduct investigations, reporting, and work with union partners as it is related to workplace violence.
  • Maintain security equipment and supplies including radio systems, narcan, and medical supplies.
  • Maintain and dispose of found property and collected weapons.
  • Assist with response to video and physical records requests.

Minimum Qualifications / Transferable Skills*
  • Bachelor’s degree, or equivalent work experience
  • At least three (3) years of experience managing comprehensive workplace security and incident response programs or projects
  • Direct experience in workplace violence reporting, investigation, and follow up procedures using a trauma informed approach
  • Possession of a valid driver’s license for driving a County vehicle
  • Ability to pass a background check, including Criminal Justice Information Systems (CJIS) background and fingerprinting
