Position: DV Housing Assessor

Position Summary

The Gateway Center for Domestic and Sexual Violence Services (DSV) seeks a Full‑Time Case Manager 2 to provide case management services addressing the housing needs of survivors of domestic and sexual violence. This hybrid‑schedule position (40 hours/week Monday–Friday 8:00 am–5:00 pm) is located at 10305 E Burnside St, Portland, OR 97216.

Primary Responsibilities
  • Perform complex case management duties, including assessing/evaluating/documenting eligibility for housing services in accordance with local and programmatic standards and guidelines. Conduct intakes, Safety Stabilization Assessments, explain eligibility requirements, and answer participant questions.
  • Conduct comprehensive needs assessments and develop detailed, specific service plans that outline how housing services will improve the consumer’s safety and stability.
  • Coordinate housing and shelter placements, maintain proper releases of information, and liaise with landlords and other housing partners.
  • Track client progress, manage referrals, and facilitate problem resolution or other referrals to additional agencies as needed.
  • Represent the Gateway Center in the coordinated access system, submit client referrals for the Resource Coordination Team (RCT), and participate in RCT meetings and other activities that support collaboration across the domestic and sexual violence continuum.
  • Provide housing stabilization support for consumers receiving advocacy services, including relocation assistance, eviction prevention, and rental assistance. Request payments, track documentation, and submit promissory notes and payment requests per DCHS AP standards.
  • Document all direct and indirect contact with consumers, maintain detailed client records, and prepare monthly reports for the Gateway Center management team.
  • Provide ongoing support and act as a point of contact for consumers related to housing needs; follow up to assess outcomes and additional needs. Perform other duties as assigned.

  • Teamwork and collaboration, confidentiality, and HIPAA compliance.
Required Qualifications
  • Associate’s degree from an accredited college or university with major coursework in social science, behavioral science, or a related field.
  • One to four years of experience working with survivors of domestic and sexual violence (equivalency 3‑6 of qualifying training and/or experience).
  • Must pass a criminal background check (after a job offer).
  • Valid driver’s license.
Preferred Qualifications
  • Understanding of housing resources in Multnomah County and experience assisting clients with housing solutions.
  • Knowledge of service standards for clients experiencing domestic and sexual violence.
Hybrid Telework

Employees must reside in Oregon or Washington; ongoing telework from other locations is not supported. The position is designated as hybrid telework, with both remote and in‑person work.
