Job Overview
Hotline Screener (Social Service Specialist
1) – Bilingual English & Spanish required. Two positions, primarily remote with hybrid training in Portland.
- Serve as first point of contact to keep children safe.
- Provide thoughtful, empathetic support to reporters.
- Gather detailed information about the child, alleged abuse or neglect, and family circumstances.
- Assess safety concerns and determine appropriate next action.
- Determine if the family may benefit from protective support, family support, or community programs.
- Write accurate reports including collected information and decision rationale.
- Apply Oregon statutes, administrative rules, and ODHS procedures to decide if a report qualifies for further review.
- Bilingual proficiency in Spanish and English; passing language test may result in a 5% differential pay.
- Bachelor’s degree in human services or a related field; if the degree is unrelated to human services, must have one year of human‑services related experience or coursework equivalent to Oregon Caseworker Competency certification.
- Associate degree with either two years of human‑services related experience or one year of experience plus training, coursework, or certification consistent with Oregon Caseworker Competency.
- All degrees must be completed, not in progress.
- Conducting interviews and gathering information for analysis and decision‑making.
- Using critical thinking to assess complex situations under pressure and make appropriate decisions.
- Applying behavior management or conflict resolution skills to de‑escalate situations.
- Providing equitable service to diverse communities and people.
- Reading and writing reports with conclusions and recommended actions.
- Applying and explaining rules, policies, and procedures.
- Using technology and digital tools to complete tasks accurately and on time.
Hear sensitive information from callers in crisis; trauma‑informed, supportive response is essential. Hybrid training: 3 months in Portland office, then primarily remote. Overtime may be required. Shifts include traditional work week, swing shift, evenings, and weekends; schedule determined upon hire.
