Education and

Work Experience:
  • Minimum BA Degree preferred in Social Work or related field and/or 4-5 years of experience in 3 or more of the following fields:
    Human services, office management, staff supervision, operational finance management, crisis management, case management, Shelter Operations; experience within the human service field, specifically within the context of gender-based violence.
  • Experience in social services and personnel management.
  • Documented training related to serving vulnerable populations.
  • Documented management and operations experience.
Scope of Position

The Program Manager oversees all operations of the Transitional Living Program, ensuring a safe, stable, and trauma‑informed environment where participants can work toward long‑term housing stability and personal growth. This role provides leadership across daily program operations, supervises program staff, ensures compliance with internal policies and external contracts, and maintains high‑quality service delivery aligned with organizational values and best practices.

The Program Manager is responsible for staff supervision, participant services oversight, facility operations, data and reporting accuracy, community partnerships, and emergency response coordination. The position collaborates closely with the management team to uphold program integrity, meet outcome measures, and support strategic development, including funding opportunities and program expansion.

Knowledge, Skills, and Abilities
  • Knowledge of standardized and complex program operations, case management practices, and shelter/housing systems.
  • Strong written and verbal communication skills; ability to use internal digital systems and databases.
  • Ability to work independently with limited oversight and manage multiple competing priorities.
  • High‑level problem‑solving skills and the ability to function effectively in a fast‑paced, high‑stress environment.
  • Demonstrated commitment to trauma‑informed care, strengths‑based practices, and participant‑centered service delivery.
  • Ability to maintain confidentiality and uphold ethical standards in all interactions.
  • Crisis intervention, de‑escalation, and non‑violent mediation skills preferred.
  • Genuine concern for individuals experiencing homelessness, substance abuse recovery, or housing instability.
  • Ability to maintain professional boundaries and model healthy communication and conflict resolution.

Essential Duties and Responsibilities Program Leadership & Compliance
  • Ensure full compliance with program policies, organizational standards, grant requirements, and contractual obligations.
  • Oversee participant assessment, intake, service planning, and program exits to ensure consistent, ethical, and effective service delivery.
  • Maintain accurate statistical reporting, data entry, and documentation in systems such as Well Sky or other required databases.
  • Develop, review, and refine program policies and procedures in collaboration with the management team.
  • Ensure program capacity, safety protocols, and service delivery standards are consistently met.
Staff Supervision & Development
  • Provide direct supervision to the program team and other assigned team members.
