Salary Range: $25.71 - $27.00 Hourly (includes language differential) | Full-Time, 40 hours/week

Job Summary

The Housing Specialist II provides intensive, community-based social work services including coordination, advocacy, support, and encouragement using a Housing First framework. This position serves individuals and families experiencing homelessness and/or housing instability and supports participants in achieving and maintaining long-term housing stability, functioning as an independent case manager responsible for screening, intake, assessment, housing navigation, landlord engagement, and ongoing supportive services.

The primary working location is Oregon City View Manor in Oregon City, Oregon, and other designated Clackamas County Resident Services Sites; geographic boundaries may include Multnomah, Clackamas, and Washington Counties.

  • Conduct screening, intake, and referral of internal and external requests for service.
  • Provide progressive, person-centered, trauma-informed, and strength-based case management using the principles of Housing First and Assertive Engagement.
  • Assist participants with housing search, landlord communication, and lease-up, and provide direct landlord advocacy to support placement and retention.
  • Coordinate multi-disciplinary service providers (healthcare, mental health, addictions, employment, and social services) to ensure comprehensive support.
  • Maintain up-to-date knowledge of community resources and ensure timely, accurate documentation in HMIS and agency/funder data systems.
  • Maintain weekly client contact with tracking and documentation of services rendered; mandatory monthly in-person meetings with clients.
  • Possess a valid driver s license, a good driving record, and provide own dependable transportation.
Qualifications
  • Bilingual Spanish, Russian or Ukrainian, required.
  • Minimum of 1-3 years of experience in human services, housing navigation, or case management, preferably with individuals and families experiencing poverty and homelessness.
  • Bachelor s degree in social work or related field preferred; equivalent professional or lived experience may be substituted.
  • Experience working with individuals facing mental health conditions, substance use disorders, disabilities, or other long-term barriers to stability.
  • Demonstrated ability to work within a strength-based, client-centered, Housing First service delivery model.
  • Ability to independently manage a caseload and prioritize multiple tasks while meeting deadlines.
  • Experience with HMIS and agency/funder data systems preferred.
  • Good working knowledge of Microsoft Office and Google Workspace.
  • Personal transportation and a valid driver s license with acceptable driving history.
  • 6 months of onsite work required to learn program operations and build relationships with participants; hybrid work arrangement available after that.
