The Bienestar De La Familia (The Well being of the Family) offers culturally responsive and linguistically appropriate services focusing on Multnomah County's growing Latino Community, as well as serving other diverse groups and the community at large.

Multnomah County Department of County Human Services (DCHS) is pleased to announce an open competitive recruitment to fill one (1) Full Time Temporary Bilingual Spanish Case Manager Senior in the Youth and Family Services, Bienestar de la Familia located at the Baltazar F Ortiz Community Center, 6736 NE Killingsworth St, Portland, OR 97218. This position is scheduled as hybrid, 40 hours/week, Monday-Friday, 8:00 AM - 5:00 PM.

All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. This is a temporary position and is funded for up to 6 months but can end at anytime.

About the Position:
The Bilingual Spanish Senior Case Manager at Bienestar de la Familia is a highly skilled, trauma-informed professional dedicated to empowering low-income Spanish-speaking families and communities of color. This advanced role bridges comprehensive direct service with program administration, managing complex state and government funded housing and economic stability programs. By combining deep crisis intervention, person-centered assessments, and holistic resource navigation-including rental assistance, SNAP, healthcare, and employment support-with grant compliance and stakeholder collaboration, this position drives systemic, equitable, and sustainable support for the community.

Ad hoc bilingual pay:
This position receives an additional 4% premium on all hours worked, because of the fluency in the Spanish language. An employee who has never before received bilingual pay at Multnomah County for work done under a Spanish KSA will need to pass an assessment in order to be considered proficient.

Primary responsibilities include:

A. Advanced Intake-Assessment, Action Planning & Workload Management

* Assess individuals' and families' needs across diverse settings, including phone calls, in-person office visits, court appearances, home visits, and virtual platforms.

* Provide prompt, intensive response to highly vulnerable clients in crisis, working cases efficiently and independently to meet productivity expectations and prevent case backlogs.

* Work collaboratively with clients to develop, implement, and monitor comprehensive, client-centered, and trauma-informed action plans.

* Navigate complex resources and directly assist individuals and families in accessing housing/rental assistance, SNAP, WIC, energy, employment, behavioral health counseling, healthcare, and basic needs (clothing, furniture).

B. Payment Processing, Record Keeping & Program Administration

* Obtain and review complex documentation submitted by landlords and clients; perform advanced financial calculations to determine program eligibility.

* Prepare, review, and submit accurate requests for payment while actively monitoring short-term services and financial supports.

* Manage the operational budget for specific grant-funded housing and economic programs, tracking fund utilization for state and local stakeholders.

* Maintain accurate, timely data entry and meticulous electronic client files (e.g., HMIS) in strict compliance with all local, state, and federal grant requirements.

C. Stakeholder Collaboration & Community Advocacy

* Serve as the primary program liaison with external government agencies, housing authorities, landlords, and community partners.

* Advocate for systemic resources and equitable policies on behalf of clients, ensuring smooth and accessible referral pathways.

* Represent Bienestar de la Familia in stakeholder meetings, task forces, and community coalitions.

D. Skill Development, Professionalism & Mentorship

* Maintain expert-level knowledge of all policies, procedures, and state eligibility guidelines for programs administered at Bienestar.

* Act as a subject matter expert and peer mentor for Case Manager 1 and 2 staff, guiding them through complex casework, financial calculations, and best practices in trauma-informed de-escalation.

* Observe strict client confidentiality in adherence to program, agency, and HIPAA regulations.

* Promote a culture of respect, inclusiveness, and ethical practice while actively collaborating across various teams, units, and special projects.
