The Cheniere Corpus Christi Liquefaction (CCL) Project is a LNG export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility began early works in July 2015 as the first greenfield export facility in the United States. Bechtel has completed construction, and the facility now consists of three operating trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with a combined capacity of 480,000 cubic meters, and jetty superstructures capable of handling some of the world’s largest vessels.
CCL3 will involve seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and related infrastructure, primarily on a direct-hire basis with limited subcontractor support.
Under minimal supervision, develop, organize and manage physical security, personal security and emergency planning procedures and services project-wide. Apply specialized knowledge to formulate and implement security plans, programs, policies and systems to mitigate risks, threats, vulnerabilities and local conditions. Manage and guide assigned security personnel and contracted site security services. Coordinate security activities with project management, staff, site security services, functional managers and client representatives.
MajorResponsibilities
- Provide overall direction and guidance in developing a security strategy and program for a large and complex energy project site.
- Detail security plans and protocols in writing for management approval and project compliance.
- Identify, develop, implement and maintain security strategies and programs to respond to security conditions and incidents and minimize risk to personnel, property and company interests.
- Organize and direct onsite security personnel to ensure compliance with project guidance and regulatory requirements.
- Keep senior project managers informed of major events, concerns or critical issues.
- Develop and maintain relationships with state/local law enforcement and regulatory agencies and with peer security professionals.
- Monitor external actions to identify events that could disrupt schedules and activities.
- Implement security awareness training on themes affecting project safety and security.
- Oversee contracted security services, defining responsibilities, assignments and post orders.
- Ensure policies for safeguarding internal security data and regulatory requirements to protect client information are implemented and maintained.
- Conduct investigations involving personnel, property loss or damage as needed.
- Review and update security procedures, policies and programs based on lessons learned and best practices.
- Recruit, develop and provide specialized training for security personnel as required.
- Define requirements for contract security services, assist in evaluating proposals, and assess contractor performance and compliance.
- Represent the security department at senior-level meetings and with client representatives.
- Develop, administer and manage security budget requirements.
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience, or 12-14 years of relevant work experience in lieu of degree.
- Strongly preferred bilingual (English and Spanish).
- Formal and specialized training in industrial security, criminal justice, industrial relations, personnel and resource management, or an undergraduate degree.
- Current knowledge of physical security principles, procedures, equipment and technology and their application to construction site/office security and senior executives.
- Proven ability to develop, supervise and manage security programs with recognized security measures and techniques.
- General knowledge of MARSEC and Transportation Worker Identification Credential (TWIC).
