Project Overview
The Cheniere Corpus Christi Liquefaction (CCL) Project is a liquefied natural gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility began bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction; it now consists of three operating trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with a combined capacity of 480,000 cubic meters of LNG, two jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
The CCL Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA, plus associated infrastructure, including utilities. CCL3 will perform all this work predominantly on a direct‑hire basis with support from only a few specialty and service subcontractors.
With minimal supervision, develop, organize, and manage physical security, personal security, and emergency planning procedures and services project‑wide. Apply specialized knowledge and expertise in formulating and implementing security plans, programs, policies, and systems to mitigate risks, threats, vulnerabilities, and local conditions. Manage and provide guidance to assigned security personnel and contracted site security services. Coordinate security activities and guidance with project management, staff, site security services, functional managers, and client representatives.
MajorResponsibilities
- Provides overall direction and guidance in developing a security strategy and program for a large and complex energy project site.
- Proficient in detailing security plans and protocols in writing for management approval and publication for project compliance.
- Directs the identification, development, implementation, and maintenance of security strategies and programs to respond to security conditions and incidents, and to minimize risk of personal, physical, and financial harm to the company and related services.
- Organizes and directs the activities for all onsite security personnel to ensure compliance with project guidance and legal and regulatory requirements.
- Keeps senior project managers informed of any major events, concerns, or critical issues.
- Develops and maintains close working relationships with state and local law enforcement and regulatory agencies, as well as peer security professionals.
- Continuously monitors external actions to identify potential events that can disrupt project schedules, timelines, and activities.
- Implements security awareness training on themes that can negatively impact project safety and security.
- Provides oversight and guidance for contracted security services in shaping their responsibilities, assignment duties, and crafting posts orders (written guidance).
- Ensures implementation and maintenance of policies for safeguarding internal security data and regulatory requirements to protect client proprietary information.
- Conducts investigations that may involve, but are not limited to, project personnel, loss, and/or damage to project property.
- Continuously reviews and updates security procedures, policies, plans, and programs—adjusting to lessons learned and best practices.
- Recruits, develops, and provides specialized training for security service personnel, as required.
- Formulates requirements for contract security services, assists in evaluating contractor proposals, and evaluates security services contracts for compliance and performance.
- May represent the security department at senior‑level management meetings and client representatives.
- Develops, administers, and manages security budget requirements.
- Requires bachelor's degree (or international equivalent) and 8–10 years of relevant experience or 12–14 years of relevant work experience in lieu of a degree.
