As the Attorney General Designee, you will be responsible for the overall operations of DOJ related to the Youth Development Center (YDC) Claims Administration and Settlement Fund.
YOUR EXPERIENCE COUNTSEach additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS- Education/
Experience:
Bachelor's degree and 5 years of experience OR equivalent combination of 9 years of education and experience after high school. Education and experience must be in legal administration, criminal justice, business administration, public administration, compliance or related field. - License/Certification:
Valid Driver’s License. - Other Requirements:
None. - Trainee Option:
Candidates with an equivalent combination of 8+ years of relevant education and experience after high school may be considered in trainee status. - Preferred Qualifications:

- Assist Legal Counsel with research, review, position taking, proceeding participation, negotiation, resolution, and payment processing related to claims filed by former YDC residents, and report periodic claims activity to the Legislature.
- Coordinate department staff, outside counsel, and other state departments; act as for claimants and counsel, the Administrative Office of the Courts Administrator of the Fund, and their staff.
- Manage the workflow for all claims handling activities, including maintenance of master and sub‑calendars, task assignments, deadline setting, completion monitoring, and invoice processing.
- Create and maintain an automated, web‑based workflow tool; improve and keep a claims information database for intake, processing, and reporting.
- Develop, maintain, and periodically review forms and templates used in claim processing, including claim calculation worksheets and periodic reports of claims counts, aging, status, resolutions, and administrative costs.
- Manage internal and external claims communications, ensuring timely correspondence with administrators, claimants, counsel, team leads, and stakeholders.
- Coordinate DOJ claims operations with Administrator’s claims operations for efficiency and timely processing; incorporate feedback for continuous improvement.
- Ensure DOJ claims operations are trauma‑informed and victim‑centered as far as possible.
- Maintain confidentiality of claim and claimant information per applicable law, RSA 21-M:11‑a, and YDC Settlement Fund guidelines.
- Supervise additional DOJ personnel retained for these activities.
- Document internal policies for claim valuation, maintain substantive reviewer resources, and establish protocols for documentation and naming conventions.
- Participate in training of new reviewers and claims operations staff.
