SummaryConducts detailed review and analysis, through a field investigation process, of a random sample of public assistance cases to collect data for the determination of error rates for the State of New Hampshire’s Food Stamp program. Contributes program information and individual expertise towards the development of corrective action programs, special field audits, and training programs for Human Service Specialists in the Bureau of Family Assistance district offices.
Half of the job function is accomplished in the field with no immediate access to supervision. Considerable statewide travel is required to interview subjects in their own homes or other locations and interview collateral information sources.
Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS Education/ExperienceAssociate’s degree and 2 years of experience OR equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in human services, behavioral sciences, business, public administration, law, determination of eligibility or a related field.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities- Research case eligibility information contained in both active and closed case files, selected by random sample, to provide background information and leads necessary for accurate analysis of the case actions that determined benefit eligibility and amount for the review period sampled.
- Conduct interviews with public assistance recipients in their homes or other locations to obtain specific, point-in-time case information that will then be extensively verified and analyzed for accuracy.
- Perform a multitude of face-to-face, telephone, or written collateral contacts to verify the accuracy of all case information relative to the eligibility period being reviewed, including contacts with bank officials, city and town officials, landlords, attorneys, and agencies such as Registry of Deeds, Bureau of Vital Statistics, Register of Probate, Department of Employment Security, employers, school districts, police, Social Security Administration, etc.
- Compile a detailed, specifically formatted narrative report of specific case findings, following both State and federal policy guidelines, from which statistical data is then extracted to produce error rates for the Food Stamp programs.
- Refer cases, as necessary, to the Special Investigations and Food Stamp Recoveries units to initiate recovery of misspent dollars or for further investigation leading to criminal prosecution.
