The State of New Hampshire, Pease Development Authority, Division of Ports and Harbors, has a full-time vacancy for Chief Harbormaster.
SummaryProvide strategic leadership and oversight for the Division of Ports and Harbors' Harbor Management Program by developing, implementing, and evaluating long- and short-term goals. Serve as the primary representative of the agency, ensuring compliance with policies, statutes, and regulatory requirements while effectively advocating for the division's objectives.

MINIMUM QUALIFICATIONSEducation/
Experience:
Bachelor’s degree from a recognized college or university with major study in maritime studies, business administration or criminal justice. Each additional year of approved formal education may be substituted for one year of required work experience.
Five years of experience in law enforcement, including at least two years of experience in work associated with boat operations in tidal waters, and one year of supervisory law enforcement experience. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Valid driver’s license
Other Requirements:
- Must be at least eighteen (18) years of age.
- Must possess police officer certification issued by the New Hampshire Police Standards and Training Council.
- Experience in SCUBA diving operations is preferred.
- Proven ability to operate division equipment such as vehicles, boats, radar radios, computers, etc.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities- Directs and oversees Harbor Management and Marine Law Enforcement staff, including assigning work, evaluating performance, recommending disciplinary actions, participating in hiring processes, ensuring staff receive necessary training, certifications, and operational support.
- Ensures all personnel maintain current police certifications and training requirements. Serves as liaison with the New Hampshire Police Standards and Training Council, overseeing continuing education and certification standards.
- Enforces state statutes, administrative rules, and authority directives related to the safe and lawful use of tidal waters, harbor facilities, and division property. Exercises independent judgment in enforcement actions consistent with supervisory law enforcement standards.
- Leads investigations of violations and criminal activity within harbor jurisdictions. This includes evidence collection, conducting witness and suspect interviews, documenting cases, determining appropriate enforcement or prosecutorial measures.
- Prepares, manages, and prosecutes enforcement cases. Represents the division in District Court, coordinates with County Attorneys, the Attorney General, defense counsel, and judiciary officials. Negotiates…
