NATURE OF WORK
The City Clerk is responsible for department level management of the City Clerk's office,administering and supervising the operations of the office. Position is responsible for maintaining vital records; issuing licenses and permits;preparing for, attending, and recording minutes of City Council meetings; maintaining and updating the City Ordinances, preparing for, staffing, and supervising allelections; assessing department services to determine effectiveness;supervising staff; and developing and administering department budget, goals,policies and procedures.
SUPERVISION
Incumbent work sunder the general direction of the City Manager or designee. Functionsindependently, referring specific problems to supervisory only whereclarification or interpretation of city policy or procedure is required.
Exercises independent judgment and initiative in the planning, administration, and execution of the department's services, in the interpretation and application of laws, regulations and procedures, and in the direction of personnel. Performs a variety of responsible functions,in accordance with state statutes and local ordinances and policies.
Has directsupervisory responsibility for two (2) full time employees and approximately 60part-time election workers at various City polling locations. Incumbent is responsible for the evaluation of employees and recommends hiring, firing, anddiscipline of employees to the City Manager for final approval. Workloadfluctuates predictably throughout the year due to elections. Incumbent is required to work outside normal business hours on a daily basis or at leastfour nights per month year-round.
ESSENTIAL JOB FUNCTIONS

1. Serves as Registrar of Vital Statistics;oversees and participates in the recording and issuing of certified copies ofbirths, divorces, deaths, and marriages; submits reports to state and otherauthorities, as required. Responsible for the repair, binding, maintenance, and proper storage of all permanentrecords in compliance with the state and public records law. Research oldrecords to verify information requested for genealogical studies.
2. Understands and interprets laws and regulations pertaining to City government, state statues, ordinances,regulations, policies, and procedures; prepare amendments to vital recordsranging from Affidavit of Paternity, Legitimations, Adoption, andstraightforward amendments.
3. Provides for the preparation and productionsof Council Agenda and Council Minutes, Action Sheets, and maintains a permanentrecord of all meeting minutes.
4. As Chief Election Official for the City,notifies Public Buildings and all polling locations of upcoming elections;prepares election materials, supplies, and equipment for various sites;supervises election workers for each election; processes payroll for pollworkers, prepares election results, certifies elected candidates in writing;enforces the campaign finance law; updates voter history. Conducts and supervises recounts for municipal election.
5. Registers new residents and new voters and updates related files.
6. Administers the oath of office to cityofficials.
7. Communicates laws governing voterregistration and city census to other board members.
8. Oversees and participates in the issuance ofa variety of state, county, and city licenses, permits and certificates,including dog license; collects and records all related fees. Receive completedforms and processes; submits timely reports and fees to the Treasurer.
9. Prepares, produces, and maintains the City Ordinances, Resolutions, Policies, and City Charter.
10. Maintain confidential records and information.
11. Maintains file records of contracts,agreements, easements and deeds; assists the public with the research andreview of any of these documents.
12. Review criteria for and issues variouslicenses/events.
13. Certify City Council and other legal actionstaken by the City.
