The pay range for this position is $25.40 - $34.14 per hour.

This position offers a Trainee Status* at the following pay rate: $24.34 per hour.

  • Candidates hired at a Trainee Status must meet minimum qualifications within one (1) year of hire date.
SUMMARY

Provides technical and programmatic assistance to municipalities, state agencies and other organizations to facilitate and coordinate Homeland Security and Emergency Management’s (HSEM) all-hazard exercise program.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

Education/

Experience:

Bachelor’s degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in crisis management activities, incident response, managing and promoting emergency preparedness programs, or delivering, coordinating or designing educational/training/exercise programs.

License/Certification: Valid driver’s license or access to transportation.

Other Requirements
  • Must undergo a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
  • Must be willing to work an extended and/or flexible schedule, including nights, weekends and holidays, and may be required to report to work with little notice, during activation of the State Emergency Operations Center, or as otherwise determined by Emergency Management/Department of Safety administration.
  • Must carry a cell phone or other mobile notification device.

Trainee Option
:
Candidates with an equivalent combination of 4+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

Preferred Qualifications
:
Experienced exercise coordinator, HSHEEP certified, and/or a certified instructor.

Responsibilities
  • Promote the all-hazard exercise program for Homeland Security and Emergency Management to evaluate state and local emergency preparedness capabilities to mitigate, prepare for, respond to and recover from natural, technological and human-caused disasters.
  • Assist community and state officials in developing and facilitating exercises to evaluate various emergency plans, including Local Emergency Operations Plans, Radiological and Hazard Mitigation Plans/Annexes.
  • Coordinate and facilitate community and state emergency preparedness workshops, drills and exercises.
  • Work directly with municipalities and state and federal agencies involved in the Radiological Emergency Preparedness Program (REP). Assist HSEM REP staff to develop exercises that evaluate community and state agency readiness for an off-site response to an incident at Seabrook Nuclear Power Plant.
  • Coordinate with REP Host Community Reception Centers and the State Transportation Staging Area to conduct drills and exercises. Facilitate training, recruiting, coordinating exercises with and scheduling of facility personnel in order to evaluate NH’s REP responsibilities in accordance with FEMA criteria.
  • Participate in the after‑action process of documenting actions taken by local and state entities and their ability to update their emergency management plans.
  • Analyze and evaluate all-hazard exercise needs of state and local entities, in conjunction with other HSEM staff to address capability gaps as identified in the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Report (SPR). Use this data to populate the Multi‑Year Training & Exercise Plan (MYTEP) as required by FEMA on a yearly basis to fill exercise gaps outlined in the THIRA/SPR.
