Role Summary
The Director of HR is a strategic, execution-driven leader responsible for building and leading the Human Resources function for a fast-growing U.S. staffing organization. This role is not focused on day-to-day transactional HR, but on creating a performance-driven culture, strong governance, and scalable people systems that support aggressive revenue growth and delivery excellence.
The ideal candidate brings deep experience in U.S. staffing environments, understands recruiter productivity, delivery metrics, audits, and compliance, and can design HR systems that drive accountability, leadership maturity, and sustainable growth.
Key Objectives
Build and implement performance management frameworks, including PIPs, for recruiters, leads, and managers
Establish a high-performance culture aligned with revenue growth, delivery quality, and employee engagement
Ensure delivery-side compliance, audits, and governance across staffing operations
Design and execute HR strategy, policies, and operating models from the ground up
Partner with leadership to strengthen accountability, leadership capability, and organizational maturity
Core Responsibilities
Design scalable performance management and accountability systems tailored to staffing and recruiting teams
Define recruiter productivity metrics, delivery KPIs, and leadership scorecards
Build governance models supporting audits, compliance, and delivery excellence
Develop HR policies, procedures, and frameworks aligned with U.S. staffing regulations
Serve as a strategic advisor to executive leadership on people, culture, and organizational effectiveness
Support leadership development and succession planning initiatives
Drive alignment between business strategy, people strategy, and execution
Required Skills & Experience
Required
Extensive experience in U.S. staffing or recruiting organizations
Strong understanding of recruiter productivity, delivery metrics, and compliance
Proven ability to build HR infrastructure and strategy from scratch
Experience implementing performance management and PIP frameworks
Executive-level communication and stakeholder influence skills
Preferred
Experience supporting high-growth or private-equity-backed organizations
Background in audit readiness, compliance governance, and process optimization
Change management and leadership development experience
