• Liaise with DOS staff, act on behalf of the contractor, and provide full control over all contract operations at the respective Center.
• Manage hiring of personnel, operations and quality reporting, contract management, and operations excellence.
• Coordinate on-site operations in Portsmouth, New Hampshire; a hybrid schedule may be offered upon customer approval.
• Be willing to work part-time and on-call during the proposal process prior to award.

• Bachelor’s degree or 4 additional years of equivalent experience.
• Ability to obtain and maintain a Top Secret Security Clearance.
• U.S. citizenship.
• 5‑10 years of relevant experience related to the job description.
• Reliable transportation.

• Current and active Top Secret Security Clearance (or ability to upgrade).
• Working knowledge of a union representative work site and understanding of a collective bargaining agreement.
• A four‑year degree in Human Resources.
• 5‑10 years as an Operations Manager at a customer site managing 150+ personnel or FTEs and daily activities including recruitment and hiring, onboarding and training, performance management, compensation and benefits, employee relations, legal compliance, payroll and HR systems.
• 1‑3 years of experience presenting with effective communication, education, and professional development.
• 1‑3 years of experience working with U.S. executive departments or the U.S. military and visitors.
