Summary

Provide comprehensive oversight and strategic management of all Pease ANG Base Civil Engineer (BCE) activities, ensuring compliance with policies, standards, and regulations. Perform financial management, budgeting, procurement, contract execution, real property management, and environmental compliance related to facilities operations. Operate independently when making complex decisions and when collaborating with federal, state, and local stakeholders. Ensure efficient and economical use of resources, maintain organizational integrity, and act as the chief advisor to the Base Civil Engineer on construction and facilities matters to support the NH Air National Guard's mission.

Minimum Qualifications
  • Bachelor's degree and 6.5 years of experience OR equivalent combination of 10.5 years of education and experience after completion of high school. Education and experience must be in economics, finance, geography, government, law, business or public administration, engineering, architecture, resources management, natural resources planning, environmental science, environmental law, community or economic development, urban or municipal planning, construction management, or related field.
  • Valid driver’s license.
  • Must pass a State Police records check.
Preferred Qualifications
  • Experience administering state contracts, federal cooperative agreements/grants, or managing a municipal public works office or engineering/architecture design section, or equivalent.
After‑Hire Requirements
  • Must pass a National Agency Check (NAC) to obtain a Common Access Card (CAC) within 12 months of hire and be eligible for renewal as a condition of employment.

Responsibilities

Provides comprehensive supervision and strategic direction for all BCE functions, including Facilities and Infrastructure Management, Design and Construction, Environmental Compliance, Plans and Programs, and Resource Management. Oversees personnel management activities, including staff supervision, training program development, performance evaluations, leave approvals, and personnel actions. Ensures adherence to applicable policies, standards, and regulatory requirements, promoting organizational efficiency, accountability, and safety.

Leads the planning, execution, and oversight of major programs and initiatives, including audits, studies, inspections, and inter‑agency collaborations. Develops and monitors key performance indicators (KPIs) to assess operational effectiveness, resource utilization, and progress toward strategic goals. Provides expert guidance on complex construction, facilities, and infrastructure projects, ensuring compliance and risk mitigation.

Serves as the primary liaison between BCE staff, the State Business Office (SBO), and federal officials to ensure contractual and cooperative agreement compliance. Administers and supervises contractual functions related to real property, services, and inter‑agency agreements, mediating discrepancies and recommending corrective actions. Assesses contractual risks and collaborates on contract negotiations, ensuring alignment with organization.
