In support of the U.S. Coast Guard, the Instructional Systems Designer is instrumental in designing, developing, and updating vital training materials for foreign partner nations to enhance their port security and anti-terrorism measures.

Review, update, and enhance five existing courses on topics including ISPS Code Implementation, Port Facility Security Plans, and Cybersecurity, totaling over 1,200 slides across 40+ presentations.

New Course Development:
Apply the full ADDIE instructional design lifecycle to develop new courses and training modules from the ground up on emerging topics such as Cybersecurity Risk Management, Unmanned Aerial Vehicles (UAV) Awareness, and Insider Threat.

Technological Modernization:
Embed interactive elements (e.g., hyperlinks, pop-up text boxes) into PowerPoint presentations to provide quick-reference links to the ISPS Code.

Pedagogical Integration:
Develop and integrate modern adult learning strategies, including creating engaging icebreakers, group activities, comprehensive instructor guides, and student syllabi.

Objective-Driven Design:
Author clear, measurable Terminal Performance Objectives (TPOs) and Enabling Objectives (EOs) for all new and updated curriculum.

Collaboration and Reporting:
Coordinate closely with U.S. Coast Guard Subject Matter Experts (SMEs) to ensure content accuracy and effectiveness, and provide weekly status updates and formal Monthly Activity Reports to program leadership.

508 Compliance:
Ensure all electronic deliverables are fully compliant with Section 508 of the Rehabilitation Act.

Bachelor’s degree in Instructional Design, Curriculum & Instruction, Educational Technology, or other related discipline.

A minimum of 5 years of relevant experience.

Demonstrated expertise in applying adult learning theory and instructional design models (e.g., ADDIE, PADDIE+M) to curriculum development.

Advanced proficiency with Microsoft PowerPoint, including the use of action buttons, hyperlinks, and advanced formatting.

Proven experience developing materials such as curriculum documents, instructor guides, and student-facing materials.

Excellent written and verbal communication skills, with the ability to collaborate effectively with clients and SMEs.

Master’s degree in Instructional Design, Curriculum & Instruction, Educational Technology, or other related discipline.

May be required to use computer screen for extensive periods of time. Extended working hours and travel may be necessary.
