ESC is currently seeking a Mechanical Engineering Technician located in Portsmouth, VA. The Mechanical Engineering Technician provides comprehensive engineering support for complex mechanical systems within NAVMEDCEN facilities. This role performs engineering analysis, design, review, troubleshooting, and maintenance planning across HVAC, steam distribution, plumbing, medical gases, fire protection, refrigeration, and other critical systems. The technician supports ongoing facility operations through inspections, specification development, and coordination with internal and external stakeholders.

This position directly impacts the readiness, reliability, and operational capability of NAVMEDCEN infrastructure.

Requirements Duties and Responsibilities
  • Perform engineering tasks across a broad range of complex mechanical systems, including HVAC, steam and condensate systems, plumbing, fire protection, natural and medical gas systems, refrigeration, and potable water.
  • Provide mechanical engineering analysis, design, and review services supporting the activity’s plant account.
  • Develop procurement specifications for complex mechanical equipment.
  • Plan long-range maintenance and repair projects.
  • Review engineering designs, specifications, and system performance evaluations.
  • Conduct acceptance testing, inspection of engineered systems, and special engineering studies.
  • Prepare mechanical calculations, engineering drawings, specifications, and cost estimates for repair and construction projects.
  • Verify, develop, and update as-built mechanical drawings using CADD software.
  • Review designs, technical reports, engineering specifications, and cost estimates; recommend changes to meet facility requirements.
  • Conduct engineering investigations using field experience and troubleshooting techniques; prepare written engineering reports with findings and corrective recommendations.
  • Perform preliminary field condition inspections; initiate corrective actions and prepare cost estimates for deficiencies.
  • Recommend changes to maintenance procedures to improve system functionality.
  • Maintain continuous liaison with NAVFAC PW technicians, A/E firms, hospital staff, contractors, and other agencies regarding work progress, priorities, workmanship, warranties, and safety.
  • Prepare and review scopes of work, cost estimates, quality assurance plans, and other required documentation.
  • Apply extensive knowledge of engineering technician concepts, facility maintenance practices, regulations, diagnostics, and repair techniques for Military Treatment Facilities (MTFs).
