Summary

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the PROGRAM MANAGEMENT INFORMATION TECHNOLOGY (CODE 1531), ENTERPRISE BUSINESS SYSTEM DIVISION (CODE 1530), NAVAL SHIPYARD SUPPORT OFFICE (CODE 1500) of NORFOLK NAVAL SHIPYARD.

Summary

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the PROGRAM MANAGEMENT INFORMATION TECHNOLOGY (CODE 1531), ENTERPRISE BUSINESS SYSTEM DIVISION (CODE 1530), NAVAL SHIPYARD SUPPORT OFFICE (CODE 1500) of NORFOLK NAVAL SHIPYARD.

Duties
  • You will provide managerial and technical decisions required for corporate level system development, implementation, administration and management.
  • You will provide directions to Government and contractor personnel charged with enterprise-wide systems and technical requirements and manage projects at different work sites.
  • You will be responsible for managing and directing others in the planning, programming, budgeting and execution {PPBE) process for Information Technology Investments.
  • You will serve as the Shipyard Modernization Office-Digital field representative responsible for requirements certification for systems and responds to data calls from budget submitting officials.
  • You will plan and ensure conformity to enterprise and command standards; provide standard architecture and ensure contractor deliverables adhere to requirements and expectations.
  • You will be responsible for designing and implementing business metrics and project planning activities to ensure Enterprise Maintenance System interoperability and architecture within DON and DON enterprise architecture.
  • You will provide directions to subordinate employees, manage fiscal resources, ensure administrative supports requirements are met, perform program reviews and implement improvements and changes as necessary.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience managing program and resource strategies to ensure optimal use of all available resources.
  • Experience representing the organization in various forums, providing technical and programmatic guidance, and influencing others on high-priority objectives.
  • Experience communicating effectively as an authoritative spokesperson for the Command regarding depot maintenance operations and IT requirements.
  • Experience and mastery of principles and concepts for conducting or directing program and project analysis and evaluation.
  • Experience and possess comprehensive knowledge of Federal, Department of Defense (DOD), and Navy procurement and contracting regulations, as well as the DOD/DON Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Experience in and understand the system development life cycle for information technology systems.
