This role will support the development and execution of long-term coal combustion residual (CCR) disposal operations, ash pond excavations, CCR landfill construction projects, etc. You will bridge the gap between technical engineering, environmental compliance, and large-scale heavy civil operations.

ESSENTIAL FUNCTIONS
  • Comply with Eco Material Technologies Safety Policies and Procedures and actively promote a safety-first culture.
  • CCR-Specific Costing:
    Assume a lead role in estimating costs for new projects and supporting existing operations including bid preparation, quantity takeoffs, vendor and subcontractor communications, quote management and analysis, etc.
  • Scheduling:
    Develop, update, and track project schedules using Primavera P6 and/or MS Project; identify critical path impacts and communicate risks.
  • Change Management:
    Assist with quantifying the financial and schedule impacts of scope modifications, differing site conditions and other changes.
  • Contribute to cost control, claims negotiation, and documentation of process improvements or best practices.
  • Financial Controls and Reporting:
    Assist managers with project financial analysis, projections and reporting as assigned
  • Support project forecasting and resolution of field issues (e.g., delays, work interference).
  • Project Procurement Support:
    Assist Managers with the procurement of critical path subcontractors and materials (e.g. aggregates, drainage materials, erosion control products, etc.)
  • Regular attendance, timeliness and scheduling flexibility.
  • Ability to travel intermittently for short periods of time with limited advance notice.
  • Perform other duties as assigned or needed.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Strong knowledge of civil construction methods, techniques, and materials.
  • Understanding of CCR management practices, environmental regulations, and landfill/containment systems (preferred).
  • Ability to understand, interpret and develop project scopes of work, plans, specifications, schedules, and other contract requirements.
  • Proficiency in digital tools and software used in construction project management, especially the Microsoft 365 suite and Primavera P6.
  • Basic financial acumen including cost tracking, forecasting, and variance analysis.
  • Strong attention to detail and excellent organizational skills.
  • Must be self‑motivated and possess the ability to work with limited oversight.
  • Strong analytical and problem‑solving skills with the ability to make data‑informed decisions.
  • Effective written and verbal communication skills across field and professional environments.
  • Ability to communicate clearly and foster a culture of collaboration and accountability.
  • Organizational and time management skills with the ability to manage multiple priorities and deadlines.
  • Knowledge of OSHA regulations and environmental compliance standards.
  • Adaptable to changing priorities and client needs.
  • Commitment to continuous improvement, safety leadership, and professional integrity.
EDUCATION AND/OR EXPERIENCE
  • Bachelor’s degree in civil engineering, engineering technology, construction management, or related field; or equivalent combination of education and relevant field experience.
  • 2–5 years of experience in heavy civil construction, earthwork, site development, or related project environments.
  • Experience supporting project execution including estimating, scheduling, cost tracking, or field coordination.
  • Exposure to CCR, environmental remediation, landfill construction, or similar regulated projects preferred.
  • Familiarity with construction contracts, subcontractor management, and procurement processes preferred.
  • EIT certification or progress toward professional licensure is a plus but not required.
ESSENTIAL

PHYSICAL REQUIREMENTS /WORK ENVIRONMENT
  • Work in both office and active construction site environments.
  • Be exposed to varying weather conditions and temperature extremes.
  • Sit, stand, or remain in a stationary position for extended periods.
  • Perform repetitive motions such as typing and data entry.
  • Work around dust, chemicals, heavy equipment, and other environmental conditions typical of construction sites.
  • Bend, kneel, crouch, and twist as needed in field environments.
  • Wear required personal protective equipment (PPE) at all times on job sites.
  • Work in environments with noise levels exceeding 85 decibels.
  • Lift, carry, and move materials up to 50 pounds.
  • Walk on uneven terrain and navigate active construction sites safely.
  • Climb stairs, ladders, and work at elevated heights as needed.
  • Travel to project sites, sometimes with limited notice.
