Who We Are

The Department of Correction and Rehabilitation is recruiting for a Correctional Records Coordinator (CRC). The Records section of DOCR operates 24 hours/7 days weekly, providing administrative services to multiple public safety stakeholders, including judicial officers, court personnel, law enforcement agencies, offenders and their families, and the public. The responsibilities consist of numerous tasks which involve processing and ensuring the accurate maintenance of incarcerated individuals' criminal records for over 12,000 annual intakes and calculating over 2,500 new Sentenced Diminution of Confinement Records annually to calculate incarcerated individuals' release dates.

The CRC must ensure the legal confinement and release of all offenders. The CRC interacts daily with various court personnel and numerous law enforcement and corrections agencies in the performance of their duties.

Who We Are Looking For

This position is a term position that ends on June 30, 2028, and will be reassessed at that time to determine the need to continue to fulfill the responsibilities of expungement. Continued employment in this position is contingent upon renewal of the term.

The Department of Correction and Rehabilitation (DOCR) is seeking a highly skilled Correctional Records Coordinator to join their team. This successful incumbent will be capable of accurately interpreting complex state laws and DOCR policies to conduct in-depth research and analysis of offenders’ criminal history. The individual in this position must exercise sound judgment and possess excellent attention to detail in order to accurately assess and process expungements of offenders’ criminal histories and records.

The incumbent must be able to prioritize and handle multiple tasks in a stressful, fast-paced environment. Work duties will include performing additional tasks to maintain operational needs, as well as providing occasional coverage within the Records Department. The individual in this position will work in collaboration with the various judicial court systems to ensure that DOCR maintains compliance with the Maryland State's mandates and expungement laws, to reduce the risks of litigation to the DOCR and to Montgomery County.

The preferred candidate has experience as a records clerk, legal secretary, court clerk, or reporter, working in a Correctional facility, or working in a government office or agency.

The schedule for this position is Monday to Friday, 8:30 am to 5:00 pm. This position class provides 24/7 coverage and may require working overtime hours through drafts or other selections.

What You'll Be Doing
  • Interpreting court commitments and release orders to ensure the lawful confinement of individuals received in the Detention Center.
  • Interpreting court commitments and release orders to ensure the lawful expungement of offenders’ criminal history case files and electronic records.
  • Researching various criminal justice information systems (Case Search, IJIS, CJCMS, CRIMS, JMS, etc.), to resolve issues regarding the expungement of offenders’ criminal records.
  • Authorizing the release of incarcerated individuals as appropriate, calculating individuals’ sentences, maintaining individuals’ population movements, and managing the accountability of individuals’ daily counts.
  • Performing administrative, investigative, analytical, and technical duties directly related to Records information, data collection, and analysis regarding offenders’ incarceration and expungement.
  • Analyzing and interpreting researched information accurately to determine actions to be taken, document problem cases, and make necessary recommendations to improve the expungement processes.
  • Interpreting the Annotated Code of MD Criminal Laws (federal, state, and local court laws), COMAR Regulations, Justice Reinvestment Act (JRA), and documents pertaining to the lawful confinement, releases, sentences, and expungement records of incarcerated individuals.
