Duties Description
The incumbents in these positions will be assigned to the Project Management Bureau as Support Liaisons. The primary responsibilities of this position deal with the Office of Construction’s Quality Assurance program for active construction contracts. Typical duties may include but are not limited to:
- Serve as an Office of Construction liaison to one or more Regions.
- Perform quality assurance reviews of active construction projects and prepare associated reports.
- Provide support to regional construction groups by answering technical questions, interpreting specifications, and facilitating timely communication.
- Provide contract administrative support including review and approval of time extensions, overtime dispensations, and value engineering change proposals.
- Interpret contract documents and resolve differences in interpretation. Coordinate and prepare official issuances related to specifications, construction inspection guidance, and engineering policies.
- Provide technical training and presentations to various groups as needed.
- Mentor subordinate engineers and/or technicians.
- Participate in the review and resolution of construction contract disputes.
- Complete special assignments as needed.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS or 55(b)/c, candidates must meet the following minimum qualifications:
- A New York State Professional Engineer’s license and current registration and a qualifying bachelor’s degree or higher as listed below.
- A New York State Professional Engineer’s license and current registration and one year of full-time qualifying engineering experience as listed below.
- Qualifying degrees include:
Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. - Qualifying experience:
One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. - Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. Promotional candidates must have a New York State Professional Engineer’s license and current registration, be a qualified employee of New York State, and have had one year of permanent competitive or 55(b)/55(c) service as Assistant Engineer (Civil/Transportation).

As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner’s Regulations and Rules of the Board of Regents. It is your responsibility to be knowledgeable of any restrictions that are based on law or regulation, as well as those that relate specifically to your area of professional competence.

Applicants must be currently authorized to work in the United States on a full-time basis.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Your required educational credentials must have been awarded by an accredited institution recognized by the U.S. Department of Education. If awarded by an institution outside of the U.S., you must provide independent verification of equivalency.
SalaryThe starting salary for this position is $116,534, comprised of an increased hiring rate of $103,034 with an additional geographic pay differential up to $13,500, specific to this title and location. The maximum compensation for this position is $128,752, comprised of the standard job rate of $115,252 with an additional geographic pay differential of $13,500, specific to this title and location.
