What is a Manager – Cost & Rate?
The Manager Cost & Rate role will lead the Cost & Rate division of the Regulatory Affairs team and report to the Director – Regulatory Planning and Forecasts. In this role, you will be responsible for overseeing day‑to‑day and strategic operations of Cost & Rate, including development of rates, tariffs, forecasts, studies, reporting, ad‑hoc requests and strategic projects. This Manager role will work closely with other departments within the Company as well as with regulatory agencies.
Responsibilities- Drive strategic decision‑making and oversee rate‑related cost recovery for the Company, including development of delivery rates, tariffs, surcharges, and commodity rates.
- Oversee timely, accurate, and efficient completion of department work, including economic and financial analyses for various electric and gas business initiatives.
- Compile and analyze financial and sales data for the preparation of reports and filings with regulatory agencies.
- Analyze the costs and rates of the Company’s electric and gas services to develop and support the Company’s rate schedules filed with the NYPSC.
- Design and maintain the Company’s rate schedules, outlining the pricing structure for different types of electric and gas service, and maintain tariff language to comply with regulatory orders.
- Analyze the impact of rate changes for both the Company and customers.
- Develop rates billed to customers.
- Develop customer, sales, and revenue forecasts for the annual business plan and regulatory proceeding purposes, including associated variance analyses.
- Lead and mentor Cost & Rate analysts, fostering a positive work environment, engagement, accountability, and continuous improvement.
- Represent the Company by interfacing with the NYPSC to ensure compliance with regulations and guidelines, including preparing and presenting expert testimony in regulatory proceedings.
- Required:
Bachelor's degree in Business Administration, Finance, Mathematics, Economics, Statistics, or a related field of study and 5+ years of relevant analytical experience. - In lieu of a Bachelor's degree, an Associate's degree in the aforementioned fields and 7 years of related analytical experience.
- In lieu of an Associate's degree, a High School diploma or equivalency degree and at least 10 years of related analytical experience.
- Computer literacy and proficiency with Microsoft Office suite; ability to learn new software quickly.
- Excellent verbal and written communication skills and the ability to interact effectively with customers, support staff, and various levels of management and union personnel.
- Ability to adapt in a fast‑paced environment with changing priorities and circumstances.
- Ability to manage multiple projects/assignments simultaneously and meet deadlines.
- Valid driver's license.
- Preferred: 2+ years of work experience in a leadership position.

Pay Range: $126,500 – $196,100.
