Disaster Recovery Program Support
The incumbent will support the Disaster Recovery Programs, Public Assistance Field office located in Poughkeepsie (Dutchess County). Duties include but are not limited to the following:
- Provide oversight for federal disaster assistance grants to repair and replace infrastructure and implement mitigation measures in future disasters.
- Coordinate assessments of damaged areas following emergencies and disasters.
- Understand federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
- Compile data and respond to inquiries and formal requests from FEMA, state entities and applicants.
- Provide direct guidance to state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.
- Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.
- Attend meetings with FEMA, state agencies, and applicants as needed.
- May manage permanent, temporary and contractor staff to ensure consistency and quality of program administration and support.
- Develop and deliver training and presentations on Disaster Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
- Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.
- Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.
- Perform other duties and special projects as required.
- Supervise permanent, temporary and or contractual staff performing all supervisory duties as required.
- Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

** DHSES Program Administrator level requirements:
- DHSES Program Administrator Trainee 1 (equated to SG-14):
Four years of qualifying experience. - DHSES Program Administrator Trainee 2 (equated to SG-16):
Five years of qualifying experience. - DHSES Program Administrator 1, SG-18:
Six years of qualifying experience.
* Required qualifying experience must be in one or more of the following areas:
- Administration of federal, state or locally funded grant programs
- Preparing and processing applications for disaster mitigation/recovery projects
- Processing requests for grant project payments and performing financial reviews required for final payment
- Damage assessment and identification of appropriate assistance funding programs
- Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies
Substitution: an associate degree can substitute for two years of qualifying experience; a bachelor's degree can substitute for four years of experience; a master's degree can substitute for five years of experience; and a doctorate can substitute for six years of experience. Dependent upon qualifications, if appointed as a trainee, successful completion of a one-year or two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18.
REASSIGNMENT/TRANSFER Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Administrator 1 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
