Position Overview

The primary function of this position is to be responsible for contract administration and coordination of Kitsap PUD’s procurement activities while maintaining compliance with local, state, and federal laws and requirements.

Requirements
  • At least 18 years of age.
  • Possess and maintain a valid Washington State driver’s license to travel between offices and remote facilities.
  • High school diploma or GED plus two (2) years of procurement, contract administration, or closely related experience; an equivalent combination of education and experience will be considered.
  • Highly proficient user of Microsoft Word, Excel and Outlook.
  • Strong communications skills, written and verbal, with the ability to clearly explain contract requirements and information across a wide range of audiences and skill levels.
  • High level of reading comprehension, with the ability to understand and process information in order to complete tasks with minimal supervision.
  • Math skills sufficient enough to review and calculate contractor pay estimates, invoices and prepare grant reimbursements.
  • High level of accuracy and attention to detail.
  • Ability to organize and prioritize tasks such as large volumes of email, records, and documents (electronic and paper).
  • Preferred:
    Familiarity with project management software and methodologies.
  • Preferred:
    Knowledge of governmental procurement practices, negotiation techniques, and project management principles.
Responsibilities
  • Perform all assigned duties in a manner consistent with Kitsap PUD’s core values when working alone, within a team and with customers and vendors.
  • Apply organizational and time management skills.
  • Use written and verbal communication skills to effectively communicate rules and regulations to employees.
  • Respond to customer, vendor, and internal staff inquiries using accurate contract, procurement, and compliance information.
  • Apply established contract administration practices and procedures to department tasks.
  • Support grant application and administration processes, including preparing application materials, maintaining grant records, tracking deadlines, and assisting with compliance and reporting requirements.
  • Prepare, review, and monitor contracts for the acquisition of goods and services for the District.
  • Ensure that District’s procurement policies and processes comply with state and federal rules and regulations.
  • Provide consultation and technical assistance to staff on routine and complex procurement and contracting processes.
  • Assist in procurement and contracting activities, including but not limited to: small works roster and vendor list; recording documents with Kitsap County Treasurer and Auditor; water system management contracts; professional service agreements and building leases; interlocal and franchise agreements; contract development and document management; administration of grants.
  • Serve as liaison for the District to coordinate claims handling with the insurance risk pool, PURMS (Public Utility Risk Management Services); submit claim documentation and coordinate information requests from the pool administrator.
  • Work conditions include lifting and moving up to 25 pounds, sitting for extended periods, and working in an office environment with a moderate noise level.
