Job Summary

Duties & ResponsibilitiesUnder general supervision, this position is responsible for planning, scheduling, and administration of competitive and sole‑source proposal efforts, including editing segments of proposals and projects. Responsibilities include maintaining a proposal library, conducting proposal development activities such as strategy, planning, writing, coordinating with graphic designers, desktop publishing, proofreading/reviewing drafts and technical content, and preparing the proposal compliance matrix and schedule. The role ensures proposals are developed in accordance with RFP specifications and company standards, participates in the collection and accumulation of appropriate cost, schedule, and technical elements, interacts with internal and external personnel, and participates in cost and pricing reviews with management and customer representatives.
Additionally, the incumbent may provide input to management on short‑ and long‑term proposal planning.
- Develop and edit non‑technical sections of proposals and assist technical authors in maintaining requirements.
- Participate in cost and pricing reviews with management and customers, ensuring proposals are well written and meet RFP requirements to ensure compliance and company standards.
- Contribute to cost and contractual input; identify issues and recommend solutions.
- Prepare pre‑proposal and proposal‑related submissions, RFIs, and recommend proposal layout.
- Develop recommendations for changes in proposal policies and standards, while maintaining various electronic databases.
- Assist in preparing white papers and PowerPoint presentations describing the organization’s projects and technical capabilities.
- Maintain strict confidentiality of sensitive information.
- Observe all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

Qualifications- Typically requires a bachelor’s degree in English, Journalism, Technical Writing, or related discipline and three or more years of progressive professional commercial or government proposal experience.
- Equivalent professional proposal experience may be substituted in lieu of education.
- Must have a general understanding of proposal concepts, principles and theory; knowledge of FAR and related governmental rules and regulations; and experience demonstrating a broad and practical application of those principles.
- Must possess the ability to understand new concepts quickly, apply them accurately throughout an evolving environment, organize, schedule and coordinate work phases, and determine the appropriate approach at the task or project level to provide solutions to moderately complex problems.
- Must have strong communication, computer, documentation, presentation, and interpersonal skills; ability to work independently and as part of a team; perform fairly complex tasks in one technical proposal area; and lead a team of less experienced support or professional employees on semi‑routine tasks.
- Ability to obtain and maintain a DoD secret clearance may be required.
- Ready to work extended hours and travel as required.
- Microsoft Word expert skill level or the ability to acquire expert‑level Windows Word training immediately after hire that requires minimal oversight and proofreading before submission to internal or external customers.
- A collaborative spirit, able to work closely with cross‑functional departments and pivot on strategy and execution, and receive feedback and direction easily.
- High attention to detail.
- Eye for design and layout of a proposal.
- Excellent grammar and editing skills.
- Experience using Microsoft Project and Adobe PDF.
- Experience with AI tools and editing tools (Visible Thread).
- Shipley Method or APMP proposal management process knowledge.
Full‑Time Salary
Salary range: $62,510 – $105,628
