The City of Poway is seeking a highly skilled Senior Management Analyst to lead complex administrative, financial, and operational initiatives across multiple divisions in the Public Works department. This position develops and implements departmental goals, policies, procedures, and control systems; manages multi-divisional budgets and capital purchasing; conducts advanced analytical, programmatic, and financial studies; and oversees contract administration, grant compliance, and public information efforts.
The Senior Management Analyst will coordinate cross-departmental projects, administer high-impact programs, prepare reports and presentations for executive leadership and City Council, and serve as a liaison to community groups, governmental agencies, and the public. The ideal candidate is an experienced problem-solver with deep knowledge of municipal management, budgeting, program evaluation, contract development, regulatory compliance, and customer service, with proven ability to lead complex projects, analyze and improve operations, communicate effectively, an d build strong working relationships.

Plans, oversees, and provides administrative, budgetary, grant, and work-flow support to an assigned department; analyzes departmental practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among City departments and acts as liaison with various community, public, and regulatory agencies.
Receives general direction from assigned supervisory or management personnel. Exercise direct and general supervision over assigned staff.

- Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems.
- Coordinates, oversees, and performs professional-level administrative work in such areas as budget development, financial administration and reporting, grants, purchasing, contract administration, management analysis, public information, and program evaluation.
- Participates in and may oversee the development and administration of multi-divisional and departmental budgets; oversees division budgets. Performs department wide budget monitoring and tracking, including tracking purchasing of capital items.
- Participates in selecting, motivating, and evaluating of assigned staff; provides or coordinates staff training; works with employees on performance issues in coordination with Human Resources.
- Directs the work activities of assigned clerical and technical personnel; prioritizes and coordinates work assignments; reviews work for accuracy; recommends improvements in workflow, procedures, and use of equipment and forms.
- Plans, designs, develops, organizes, oversees, and administers multiple highly complex department-specific programs and projects; develops and manages program budgets, including revenue projections, multi-year cash flow analysis, cost containment, and grant funds disbursement; directs all aspects of assigned programs, including legal and regulatory compliance to avoid substantial fines; receives, reviews, and organizes program applications; ensures that awards stay within funding limits; may present committees' recommendations to the City Council;
sends award letters to program applicants; represents the City to applicants. - Maintains departmental contracts and agreements; negotiates contract and agreement terms and conditions; prepares requests for proposals, contracts and other agreement documents.
- Serves as a liaison with employees, public, and private organizations, community groups, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
- Develops and implements new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data, and makes recommendations regarding staffing, equipment, and facility needs.
