Job DescriptionWithin the General Directorate, the assistant director works in tandem to provide permanent assistance to the Mayor and the Director General of Services. She:
- Coordinates missions related to the administrative management of services
- Assists the General Directorate of Services in terms of organization, reception, and follow-up of files
- Prepares and follows majority meetings and municipal councils
Activities:
- Information and file processing:
- Perform the entry or drafting of various administrative documents (ordinances, deliberations, minutes, service notes…)
- Prepare files for instances and meetings, both internally and externally (municipal councils, CST, CCID…)
- Transmit administrative documents to the legality control
- Research and organize information from services (redirecting emails)
- Intervene if necessary in support of files
- Perform first-level document research
- Planning and activity follow-up:
- Ensure the management of priorities, alert, and act for the respect of deadlines related to the processes of the establishment
- Manage the Mayor's agenda, plan, organize, and follow appointments
- Ensure the practical organization of meetings and missions (reserve rooms or locations, invite participants, keep official listings)
- Collect and follow the leave of service chiefs and agents of the Town Hall outside HR and Finance services
- Reception and first-level physical and/or telephone information of the Mayor, the DGS:
- Answer phone calls and take messages
- Prioritize requests or information according to their urgency or importance
- Offer a first level of information, direct the interlocutor to the competent collaborator or service
- Ensure confidentiality
- Specific activities
- On the cadastral side: management of cadastral affairs (street numbering, for example)
- Management of files related to land affairs: leases with individuals, associations…
- Follow up on purchase and sale parcel files in connection with notaries
- On the prevention side: ensure the follow-up and update of the Unique Documents of Evaluation of Occupational Risks (DUERP)
- On the GED side: ensure the deployment of the Moovapps Electronic Document Management (GED) and ensure the role of administrator
Qualifications:
- BTS assistante de direction
- Know the functioning of territorial and local authorities and a particular municipality
- Know the functioning of deliberative assemblies
- Be able to interpret laws and regulations
- Write and format an administrative document
- Master computer tools and office software
- Assist and listen to the needs and missions of the hierarchy
- Phone and physically welcome the public
- Have relational and writing skills (letters, documents, and administrative acts)
- Master the Moovapps Electronic Document Management
- Human relations sense, diplomacy
- Organizational sense
- Total discretion
