Summary

The Delaware County District Library is seeking to hire a full-time Human Resources Specialist to support the Library’s day-to-day HR operations. Reporting to the Human Resources Coordinator, you will manage the recruitment lifecycle, maintain employee records, assist with benefits administration, and ensure policy compliance across all Library departments.

  • Recruitment:
    Manage the full recruitment lifecycle for all Library vacancies.
  • HR Support:
    Process transactions, maintain system-wide staff records, and provide day-to-day operational support.
  • Benefits and Compliance:
    Assist with benefits administration and rigorously track compliance with HR policies and procedures.
  • General Assistance:
    Provide day-to-day technical and administrative support to all departments and ensure consistent application of personnel rules.

The pay range for this non-exempt position is $28.00 to $32.00 per hour and depends on qualifications. This position will remain open until June 19, 2026.

Responsibilities

Reporting to the Human Resources Coordinator, the Human Resources Specialist provides day-to-day technical, operational, and administrative support for the Library’s human resources functions. This position is primarily responsible for managing the recruitment lifecycle for vacancies within the Library. This position assists with employee records management, benefits administration support, compliance tracking, and provides general human resources support to all departments. The Human Resources Specialist supports staff system-wide by maintaining accurate records, timely processing of human resources transactions, and consistent application of personnel policies and procedures.

Minimum Qualifications
  • An associate’s degree in Human Resources, Business Administration, or a related field is required; a bachelor’s degree is preferred.
  • Two to three years of progressively responsible human resources experience is preferred, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Public sector or nonprofit experience preferred.
  • Ability to work days, evenings, and weekends as required. The schedule may change as the needs of the Library change.
  • Ability to travel between Library locations as needed.
  • Regular and predictable attendance is required.

  • Must satisfactorily complete a background investigation.
Knowledge, Skills, and Abilities
  • General knowledge of human resource principles, practices, and procedures.
  • Working knowledge of federal and state employment laws, human resource compliance standards, and personnel record requirements.
  • Knowledge of the recruitment/employment life-cycle process.
  • Ability to establish and maintain effective working relationships and interact professionally with staff at all levels of the Library.
  • Proficiency with word processing, spreadsheet, and human resources information systems (HRIS) and applicant tracking systems (ATS).
  • Ability to accurately classify, organize, and maintain personnel records.
  • Ability to maintain confidentiality and exercise sound judgment in handling sensitive information.
  • Ability to set deadlines and clearly explain expectations.
  • Self-motivated with strong time management skills.
  • Ability to multitask and shift priorities as required.
  • Well organized with strict attention to detail.
  • Ability to communicate effectively in written and oral form.
  • Flexibility and adaptability.
  • Ability to interpret and apply Library policy.
  • Works well individually and as part of a team.
Duties and Responsibilities
  • Oversees recruitment through the ATS, including posting vacancies, corresponding with applicants, scheduling interviews, making reference calls, coordinating background checks, and preparing hiring documentation.
  • Coordinates onboarding processes for new employees, ensuring completion of required employment forms and documentation.
  • Maintains accurate and confidential personnel files in compliance with applicable laws and record retention requirements.
