Healthcare Engineer; Water Safety

Summary

This position serves as a Water Safety Engineer within the Facilities Management Service of the Northern Arizona VA Healthcare System in Prescott, AZ. Responsibilities include analysis and reporting to meet water safety requirements, project planning, design management, construction supervision, and construction administration for Minor Construction Projects, Non‑Recurring Maintenance Projects, Station Level Projects, and Leases across all facility areas and CBOCs.

• Education:
  
  Bachelor's degree or higher in Engineering or Architecture from a school accredited by the Accreditation Board for Engineering and Technology – Engineering Accreditation Commission or the National Council of Architectural Registration Boards.
• Acceptable engineering/architecture degrees include, but are not limited to, Electrical, Mechanical, Biomedical, Civil, Architecture, and Architectural Engineering.
• Alternatively, evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree, or an Engineering in Training certificate issued by any U.S. state, D.C., Guam, or Puerto Rico, or NCEES test results identifying a passing score.
• Alternatively, evidence of current professional registration or licensure as a Professional Engineer or Architect.
• Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. 7403(f).

• Knowledge of mechanical, electrical, structural, civil, and other engineering/architectural principles and applications in healthcare environments.
• Knowledge of healthcare industry standards and related regulatory agencies, including The Joint Commission, OSHA, NFPA, and other relevant organizations.
• Knowledge of construction standards, methods, practices, techniques, materials, and equipment to ensure compliance with engineering regulations and standards.
• Skill in researching, analyzing information, conditions, human factors, and projections to make sound engineering and business recommendations and decisions.
• Ability to plan, execute, and manage complex multi‑faceted projects and inspections while prioritizing resources against approved scopes, contract documents, and budgets.
• Ability to organize and lead multi‑disciplinary task forces comprising individuals from different departments, divisions, and design/construction firms.
• Preferred experience in the operation, maintenance, and management of healthcare facility utility systems with emphasis on water distribution systems and water safety programs; experience developing, implementing, and maintaining a water safety program in accordance with applicable standards and regulations; experience managing water treatment programs for domestic water systems, cooling towers, boilers, decorative water features, and other building water systems; experience coordinating with Infection Prevention, Safety, Industrial Hygiene, Environmental Management, and Clinical staff to mitigate waterborne disease risks;
  
  experience managing engineering projects involving plumbing systems, water treatment equipment, water conservation initiatives, and infrastructure upgrades; experience preparing reports, policies, standard operating procedures, and regulatory documentation related to water safety compliance.

• The work environment involves everyday risks or discomforts typical of offices, training rooms, and libraries.
• The work area is adequately lighted, heated, and ventilated.
• The incumbent may work outdoors in all weather conditions.
• Occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites.
• The work is primarily sedentary; physical effort such as walking, standing, climbing ladders, stooping, kneeling, and carrying light items may be required; driving or traveling by motor vehicle may also be required.
