Overview

The Northern AZ VA Health Care System is seeking a highly qualified candidate to fill the Supervisory Clinical Administrative Specialist position within the Community Care Service at the Prescott VA Medical Center. This position provides leadership and oversight of administrative operations, supervises administrative staff, supports program analytics and operational planning, and ensures effective coordination of administrative services in support of clinical care delivery for Veterans.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 02/27/2026. Time-In-Grade requirements apply as described below. For a GS-12 position you must have served 52 weeks at the GS-11. An SF-50 showing time-in-grade eligibility must be submitted with your application. If the most recent SF-50 does not clearly demonstrate one year of time-in-grade, an additional SF-50 must be provided.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement and to current employees applying for Veterans Employment Opportunities Act (VEOA) appointments.

Specialized

Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression. Examples include supervising administrative and clinical support staff; managing administrative operations that support clinical service delivery; overseeing Community Care or external care administrative processes; managing program operations; interpreting and applying VA policies, federal regulations, and accreditation standards; conducting program analysis and performance improvement initiatives;

coordinating interdisciplinary operations; supporting strategic and operational planning; managing administrative systems supporting patient access and care coordination; ensuring regulatory compliance and quality assurance; and providing leadership for administrative services supporting Veteran care delivery.

Preferred Experience:

Experience in program analytics and Community Care are preferred.

Other notes:
Experience refers to paid and unpaid experience, including volunteer work. A full year of work is typically 35-40 hours per week. Part-time experience will be credited on a prorated basis. Applicants should indicate the nature of duties and hours per week for such experience.

Physical Requirements:

Work is normally in an office setting; may assist in receipt, storage and distribution of supplies (lifting light boxes, generally under 40 pounds); use of material handling devices; and placing items on shelves. Duties
  • Major duties include developing and coordinating internal review systems to ensure clinical and administrative activities follow agency, accrediting, and other standards
  • Manage reporting, evaluation, and documentation processes associated with accreditation and community care program oversight
  • Establish procedures and operational standards to ensure services meet nationally accepted standards, are comparable to community services, and are cost-effective
  • Coordinate preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and various non-recurring reports
  • Conduct special studies to resolve administrative problems and present conclusions and recommendations
  • Lead quality assurance programs through data collection, monitoring, tracking, analysis, and interpretation to detect trends and care outcome impacts
  • Integrate objective criteria and performance standards into monitoring and evaluation systems to improve care delivery and program outcomes
  • Provide first- and second-level supervision over employees responsible for financial and administrative work in support of the facility community care office
  • Exercise full supervisory authority, including work assignments, performance management, evaluations, discipline, and staff development
  • Lead staffing actions, including interviewing, selection, promotion, reassignment, and workforce planning decisions
  • Oversee training, competency development, and professional growth initiatives for staff
  • Collaborate with Program Specialist to review Veteran medical records, community care authorizations, community payment records, and historical health care claims
  • Provide consultative services to Veterans, vendors, congressional offices, Veteran Service Organizations, staff and other stakeholders to facilitate performance improvement through training on business and financial processes and internal controls
