Position Summary

Plans, organizes, and supervises the Transportation Services Division field operations including traffic signals, signing, pavement markings, traffic control devices, and related transportation assets. Oversees field personnel, budgets, maintenance programs, capital coordination, contractor activities, and emergency response.

Essential Duties
  • Supervises Traffic Signal, Signing, Striping, Traffic Control, and related field crews within the Transportation Services Division; works closely with the Traffic Signal Supervisor and Traffic Control Supervisor to provide leadership and ensure safe, efficient, and effective delivery of transportation services in alignment with City objectives.
  • Plans, organizes, and oversees transportation maintenance and operations programs, including traffic signal, sign, pavement marking, traffic control, ITS, and related infrastructure; works with field supervisors to prioritize activities and ensure quality service delivery.
  • Develops work schedules, preventive maintenance programs, and operational plans; coordinates with the Traffic Signal Supervisor and Traffic Control Supervisor to direct daily crew activities and ensure efficient use of personnel, equipment, materials, and resources.
  • Oversees the installation, inspection, maintenance, and repair of traffic signals, signs, pavement markings, ITS devices, and other transportation assets; ensures work is performed in accordance with MUTCD, OSHA, City standards, and applicable regulations.
  • Supervises, trains, and evaluates assigned personnel; works with field supervisors to support employee development, safety training, performance management, and compliance with established policies and procedures.
  • Manages division budgets, equipment needs, materials, contracts, and programs; works with supervisors to identify operational needs, develop long-range equipment plans, and recommend improvements to enhance service delivery.
  • Coordinates transportation field operations with Engineering, Streets, Utilities, contractors, emergency responders, outside agencies, and other stakeholders to address project needs and operational priorities.
  • Analyzes transportation system needs, field conditions, maintenance trends, and public concerns; works with supervisors to develop solutions and recommend improvements that enhance safety, efficiency, and reliability.
  • Responds to emergency situations, after-hours incidents, and service requests; coordinates with field supervisors to ensure transportation facilities remain safe and operational.
  • Performs other duties as assigned.
Minimum Qualifications

Education and/or

Experience:

High school diploma or equivalent and seven (7) years of progressively responsible experience in traffic signals, signing, pavement markings, transportation maintenance, or related public works operations including three (3) years of supervisory experience; or an equivalent combination of education, training and experience.

Licensing, Certification, and Other Requirements:

Possess and maintain a valid Arizona driver's license; prefer commercial driver's license (CDL). IMSA and ATSSA certifications in traffic control and/or traffic signals preferred.
