General

Purpose:

Performs a variety of professional and administrative duties related to the Youth Build, organizing, coordinating, directing, and controlling the delivery of technical assistance for the Youth Build Program.

Supervision Received:

Works under the specific policy guidance and direction of the Community Engagement Director and Community Impact Director.

Supervision Exercised:

Provides close to general supervision to subordinate Specialists, Coordinators, clerical, skilled, and/or technical personnel.

Duties / Responsibilities:

  • Performs some or all of the following functions with respect to the SEUALG/SEUEDD Youth Build Loan Fund Program.
  • Manages the various program components including, but not limited to, education, vocational training, counseling and case management, placement, leadership development, and civic engagement.
  • Holds primary responsibility for the conduct of the SEUALG/ SEUEDD Youth Build program in full compliance with all applicable contractual requirements and with all applicable SEUALG/SEUEDD policies and procedures.
  • Supervising daily staff activities to ensure effective and efficient services are provided to Youth Build participants
  • Participates as appropriate in the recruitment, selection, and orientation of specialized, technical and clerical personnel; determines training needs and conducts training as needed.
  • Manages the assessment of work readiness needs of Youth Build participants to ensure necessary resources are provided to meet such needs.
  • Manages the activities and operations of the Youth Build program, and related projects and initiatives.
  • Addressing compliance and performance matters as related to WIOA Youth and Department of Labor standards and regulations.
  • Presents to and speaks with various organizations about the Youthbuild program and follows up when necessary.
  • Conducts workshops to businesses and community organizations interested in providing work experiences, internships, job shadowing activities, mentors, et
  • Coordinates interagency, city, and county and regional project(s); facilitates cooperative problem solving; implements SEUALG/SEUEDD policies and procedures as they relate to the Youth Build program; manages the conformity and compliance with all contractual and budget requirements.
  • Prepares program budget(s) and develops funding strategies; monitors program fiscal activity to assure compliance with approved budgets; prepares grant applications, administers grants and other program funds; in cooperation with the SEUALG Business Office, establishes revenue and expense reporting systems related to specific programs for which he/she is responsible
  • Serves as liaison between various school districts, USU-E, governmental agencies and jurisdictions, commissions, boards, action groups and special interest organizations with respect to issues affecting the Youth Build Program, advises various boards and organizations related to program goals, plans, and contract obligations; serves as advocate for program beneficiaries.
  • Reviews and approves applications for program participation; issues requests for proposals from service providers, contractors, vendors, and suppliers; negotiates contracts for services and/or equipment; monitors sub-contracts for compliance.
  • Prepares or directs the preparation of various monthly, quarterly, and annual reports as required by contract or by SEUALG.
  • Write grants to help grow business needs for the Youth Build, Housing and other projects as demand dictates.
  • Plans, administers and prepares a variety of narrative and statistical reports.

Minimum Qualifications

Education and Experience:
