Susbtance Abuse Clinical Director

Position: SUSBTANCE ABUSE CLINICAL DIRECTOR
JOB SUMMARY:

Under the supervision of the Director of Behavioral Health, the incumbent will manage the day-to-day operations of the Level 1 Outpatient Substance Abuse Program. The incumbent will ensure that the level of care provided is in accordance with the Alabama Department of Mental Health and Joint Commission guidelines.

ESSENTIAL FUNCTIONS:

Responsible for overseeing the delivery and documentation of clinical services for program clients.

Responsible for making a cursory evaluation prior to admission of each client, observing the program's admission and readmission policies.

Responsible for the quality and appropriateness of clinical services within the Level 1 Outpatient Substance Abuse Program.

Provides annual trainings for Substance Abuse Program staff as required by governing bodies.

Conducts comprehensive intake interviews and prepares detailed intake report for each client.

Develops and conducts program treatment activities relative to client's treatment plan and his/her achievement of a healthier means of coping with problems.

Develops and conducts individual and group counseling and recreational leisure activities, which best meets the needs of clients.

Conducts educational lectures and/or audiovisual programs concerning the efforts and consequences of drug addiction.

Responsible for making available through referral and consultation additional supportive services in accordance with the needs of the individual client (i.e. Employment, Vocational training, Legal Services, Medical care, etc.)11. Cooperates with Executive Director in maintaining the program.
12. Participates in educational programs and in-service meetings.
13. Ensures program policies and procedures are in compliance with Alabama Department of Mental Health and Joint Commission standards.
14. Perform other similar or related duties as requested or assigned by the Chief Medical Officer.
15. Researches grant opportunities for the purpose of developing additional funding resources for both current and proposed services, programs, and administrative operations.
16. Assists with monitoring the financial management of grants (e.g. budget preparation, budget adjustments, expenditures, etc.) for the purpose of complying with all program and funding guidelines of awarding organizations.

PERFORMANCE STANDARDS:
Performance will be evaluated by the Program Director or Social Services Director annually wherein a satisfactory overall rating is considered a minimum acceptable level of performance.

PRIVACY RULE COMPLIANCE REQUIREMENTS:

Adheres to Health Insurance Portability and Accountability Act (HIPAA Privacy Rule) policies and procedures.

Must successfully complete Privacy Rule compliance training annually or as revisions are made to the policies and procedures.

Must comply with Privacy Rule guidelines by learning to protect FPHC patient’s medical privacy.

Must comply with Privacy Rule guidelines by appropriately maintaining our patient information in compliance with national standards.

Must comply with Privacy Rule guidelines by providing appropriate security of FPHC patient records.

- For purposes of HIPAA Compliance there are 4 workforce categories, which define the level of access to PHI that is granted to the incumbent. This position is classified under PRIMARY PROVIDERS and therefore granted UNRESTRICTED access- for the purpose of providing patient care and RESTRICTED access- for other uses and disclosures, to be defined according to the purpose for which use is intended.

Use and disclosure must be in accordance with applicable privacy policies and procedures.

QUALIFICATIONS:

An Individual licensed in the State of AL as a:
Professional Counselor;
Certified Social Worker;
Psychiatric Clinical Nurse Specialist;
Psychiatric Nurse Practitioner;
Marriage/Family Therapist, Clinical Psychologist, Physician Assistant or Physician.
