Job Title:

US/CAN Payroll Manager, Offshore Support & Operations About the Team

Act as the primary liaison and subject matter expert for the dedicated offshore payroll team.

About the Role

The US/CAN Payroll Manager, Offshore Support & Operations is responsible for overseeing the collaboration, compliance, and strategic management of payroll functions executed by an offshore payroll team. The role ensures accurate, timely, and compliant payment of domestic employees by guiding and monitoring the offshore team’s execution of payroll systems and procedures, while handling critical local compliance, escalations, and system governance. This manager acts as the primary onshore point of contact, ensuring seamless integration of offshore services with HR and Finance strategies.

The position is based in our New Jersey office reporting to the Senior Manager, International Payroll.

Responsibilities
  • Offshore Team Oversight & Guidance: Provide day‑to‑day guidance, clarity on US‑specific payroll laws (FLSA, IRS), and procedural oversight to ensure the accurate and timely processing of US payroll (salaries, hourly, bonuses, deductions, garnishments).
  • Compliance & Escalation Management (Onshore Focus): Retain responsibility for high‑level US compliance and internal control adherence. Manage complex and escalated payroll issues that cannot be resolved by the offshore team and oversee and validate US tax filings (941s, W‑2s).
  • Process Standardization & Governance: Implement and govern the policies, procedures, and internal controls utilized by the offshore team, ensuring consistency and efficiency; continuously review and improve the offshore team’s operational processes and payroll software utilization.
  • Performance Monitoring & Development: Monitor the offshore team’s performance, accuracy metrics, and adherence to service level agreements (SLAs). Collaborate with the offshore team’s leadership on training, knowledge transfer, and professional development focused on US payroll regulations.
  • Cross‑Functional

    Collaboration:

    Work closely with Onshore HR and Finance to ensure accurate data flow, financial reporting, and budget support, acting as the key interface translating onshore requirements to the offshore execution team.
  • System Management & Data Integrity: Manage the maintenance and configuration of core payroll/HRIS systems, ensuring data integrity and security, particularly as it relates to the offshore team’s access and processing capabilities.
  • Employee Support Interface: Manage the final resolution of complex, escalated employee payroll inquiries and provide guidance on compensation and benefits, often routing initial inquiries and basic processing questions to the offshore team. Employee support extends to Dow Jones and our shared services clients (e.g., News Corp HQ, New York Post, Storyful).
Qualifications
  • Bachelor’s degree in a business‑related field preferred, or equivalent experience.
  • 7+ years of progressive payroll experience, including experience managing or collaborating extensively with remote or offshore teams.
  • Strong, current understanding of US federal, state, and local payroll laws, tax regulations, and internal controls (IRS, FLSA).

Pay Range: $100,000 – $125,000.

Hybrid – #LI-Hybrid.
