Under the general supervision of the Building Official, the purpose of the position is to perform research, investigative, enforcement, and follow‑up duties on various building code and city ordinance violations for the City. Employees in this classification perform professional‑level work including, building inspections. The position is responsible for issuing notices of violation for non‑compliance to both the public and private sector in reference to local ordinances, codes, and permits.
The incumbent prepares cases for the judicial process. Acts as a public information resource. Performs related work as required.
- Enforces City ordinances and building codes, including but not limited to design standards, landscape, solid waste, environmental issues, dangerous structures, signs, fences, and ponds.
- Surveys construction activities to check permits, issue citations, and stop further activity until structures are permitted. Performs follow‑up to ensure enforcement.
- Compiles data and information for reports, construction progress payments, change orders, and other construction‑oriented documentation.
- Reviews site and construction plans.
- Performs inspections of residential and commercial buildings.
- Performs all other duties as assigned.
- Attendance; regular and timely attendance during assigned work hours. After‑hours and weekend work are required as necessary.

Communicate effectively and professionally with staff, volunteers, council, and others. Ability to maintain and retain all records and follow the City’s record retention policy.
- Customer Service; must be professional, respectful, helpful, and polite to staff, volunteers, council members, and others at all times. All work must be performed in a timely and satisfactory manner.
- Financial; ensure all expenditures are within budget. Utilize the City’s Procurement Card (P‑Card) ethically and responsibly. Submit receipts monthly. Ensure all financial functions, recordkeeping, and reporting are performed timely and accurately and that records are properly created and maintained.
- Policies & Procedures; perform duties by City policies, procedures, standards, and comply with local, state, and federal law.

Knowledge of principles and practices of planning techniques and practices, surveying, civil engineering, landscape design, site development, architecture, and code enforcement.
Knowledge of interpreting and applying the adopted ordinances and regulations applicable to annexation, zoning, subdivisions, land development, property maintenance, nuisances, public health and safety, and associated development regulations within the City.
Knowledge of Federal and State laws and regulations applicable to the construction, land development, and municipal responsibilities in managing development and growth.
Requires the ability to review, classify, categorize, prioritize, and/or analyze data and/or information. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards to recognize actual or probable interactive effects and relationships.
Requires the ability to exercise the judgment decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
