Bachelor of Science degree in Civil Engineering from an accredited university with five (5) years related experience after registration, municipal civil engineer experience preferred. Knowledge of the principles and practices of civil engineering, particularly with the design, construction, and maintenance of public works projects. Experience in land development including grading, drainage, street and utility design preferred. Must be a Licensed Professional Engineer in the State of Texas.
Must possess a valid Texas "Class C" driver's license.
- Provide excellent customer service.
- Assist in the review of zoning change requests, preliminary plans, final plats, site plans (etc.), regarding engineering issues.
- Review and provide comments on subdivision plats, construction and development plans in compliance with capital improvement needs and appropriate local standards, ordinances, and accepted practices.
- Provide information, as requested, on existing and proposed infrastructure system (i.e., location, size and/or depth of existing and proposed water, sewer, and storm drain lines street/thoroughfare alignment and roadway width, etc.).
- Review traffic studies, counts, speed surveys, and signal timing, and make recommendations on transportation issues.
- Identify problems and prepare and recommend solutions for drainage issues throughout the Town.
- Receive and respond to citizens, developers, and/or engineers inquiries and complaints regarding engineering issues.
- Assist with the coordination and performance of flood plain administration duties in accordance with FEMA and local ordinances.
- Assist with contract administration for professional services and capital improvement projects.
- Assist with the preparation of briefings for Town Council and Planning and Zoning Commission on engineering, development, and capital improvement project related items.
- Attend meetings and perform other related duties.
- Assist with the preparation of various reports for the Town Manager and department heads, etc.
- Perform other duties as specified by the Town Council, Town Manager, Executive Director of Development and Community Services, Town Charter, or the laws of the State of Texas.
- Knowledge of modern methods and techniques used in the design and construction of water, sewer, and street infrastructure.
- Ability to interpret laws and regulations pertaining to civil engineering, municipal improvements, and public works projects.
- Computer skills using Windows, Word Perfect, Microsoft Office applications, Internet, Adobe Acrobat and conversion techniques, and Microsoft Outlook.
- Ability to prioritize and organize various assignments in order to produce efficient results.
- Communicate clearly and concisely, both orally and in writing.
- Exercise sound judgment and take responsible actions as a Town representative during contact with the public, elected and appointed officials, developers and other Town employees.
- Coordinate with State and Federal agencies and demonstrate the capacity to foster relationships with external organizations.
- Supervise the work of subordinate professionals, technical staff, and consultants.
