Overview
This position will support our client the State of RI, Rhode Island State Council‑Art.
The role involves fiscal/financial management, budgeting, cost control, and supervisory direction of staff engaged in fiscal management operations.
Responsibilities- Responsible for fiscal and financial management functions within the state agency.
- Control expenditures and provide budgetary and cost‑control expertise.
- Perform specialized and technical budgetary and accounting functions.
- Plan, organize, supervise, and direct the work of staff primarily engaged in fiscal management operations.
- Set overhead rates and formulate indirect cost proposals.
- Maintain accurate records of regular and overtime payroll expenditures, mileage allowances, and equipment control records.
- Determine and verify balances in various agency accounts.
- Supervise a central fiscal file system, including accounts receivable, payroll records, and accounts outstanding.
- Compile, analyze, and present statistical and financial reports reflecting expenditures, unencumbered funds, and projections of future requirements.
- Exercise administrative direction over programs that are essentially financial in nature.
- Prepare or assist in preparing a yearly budget and review divisional budgets.
- Function as liaison between various state agencies.
- Supervise subordinates engaged in departmental personnel functions.
- Thorough knowledge of fiscal and financial management practices and techniques.
- Working knowledge of federal guidelines for utilizing federal grant monies.
- Working knowledge of governmental budget formulation principles and practices.
- Knowledge of principles and methods involved in maintaining records in a centralized filing system.
- Ability to plan, organize, supervise, and direct staff engaged in fiscal management operations.
- Ability to identify pertinent information from a large volume of data.
- Ability to determine overhead rates and formulate indirect cost proposals.
- Ability to prepare and submit special and recurring reports, including departmental budgets.
- Ability to deal with the public and state agencies in a tactful and courteous manner.
Education
:
Graduation from a college of recognized standing with a specialization in Accounting, Business Administration, or Public Administration; or Experience
:
Employment in a responsible capacity involving fiscal or business management in the private sector or with a state or governmental agency.
Or a combination of education and experience that is substantially equivalent to the above.
