Director of Finance (Attorney General)
The Director of Finance/Chief Financial Officer for the Administration Division in the Rhode Island Office of the Attorney General is responsible for planning, developing, and coordinating the overall management, policy development, fiscal and support services of the agency. This role involves controlling expenditures, providing budgetary and cost control expertise, planning, organizing, supervising, and directing the work of a staff engaged in financial management and timekeeping and payroll operations, and performing related work as required.
Responsibilities include overseeing all phases of the financial administration of a large agency, managing revenue projections, monitoring budget variances, verifying and determining balances across various agency accounts, compiling and presenting statistical and financial reports, evaluating existing programs, assessing management methods and systems, conducting cost analysis surveys, advising on systems development, verifying management of financial records, managing financial aspects of various grant programs, reconciling agency records, managing payroll submissions, maintaining central files, managing travel programs, planning and directing personnel handling fiscal management, serving as a functional liaison between various state agencies, providing guidance over regulations and software implementation, and performing specialized finance and payroll functions.
Qualifications include a thorough knowledge of fiscal/financial management practices, experience working in the state's former financial accounting system and familiarity with the state's new financial and payroll system, knowledge of federal guidelines for utilizing federal grant monies, knowledge of principles and practices of governmental budget formulation, ability to plan, organize, supervise and direct the work of a staff engaged in fiscal management operations, ability to identify pertinent information from a mass of data, ability to prepare and submit special and recurring reports, and ability to deal with the public and state agencies in a tactful and courteous manner.
Education typically includes graduation from a college with specialization in Accounting, Business Administration, or Public Administration or Finance, and experience in a responsible capacity involving fiscal or business management in the private sector or with a state or governmental agency, or any combination of education and experience that shall be substantially equivalent to the above education and experience.
