About the Office of the Attorney General:
The Attorney General is the state's top lawyer and law enforcement official, protecting and serving the people and interests of Rhode Island through a broad range of duties. Every day, the Office's attorneys fight to ensure the public safety of the state's communities, improve the economic security of its residents, safeguard the state's spectacular natural resources, and restore the public's trust in government.
Assistant and Special Assistant Attorneys General represent the people of Rhode Island in civil and criminal matters before trial courts, appellate courts, and the supreme courts of Rhode Island and the United States. Paralegals and administrative staff provide important support to the attorneys and to the Office. The Office is unique among attorneys general offices across the country. Out of fifty states, only two other offices share the same broad criminal mission.
The Office's attorneys prosecute complex and violent crimes but also functionally serve as one of the nation's largest district attorney's offices, prosecuting all felonies throughout the state.
Responsibilities To be responsible for planning, developing, and coordinating the overall management, policy development, fiscal and support services of the agency; to control expenditures and provide budgetary and cost control expertise for the performance of specialized and technical budgetary and accounting activities; to plan, organize, supervise and direct the work of a staff primarily engaged in financial management and time keeping and payroll operations;
and to do related work as required.
Works under the administrative direction of a superior with wide latitude for the exercise of initiative and independent judgement; work is subject to review for results obtained and conformance to established goals and policy. As required, plans, organizes, supervises and reviews the work of subordinates; reviews work in process and upon completion for accuracy and compliance with prescribed procedures and directives.
* To oversee all phases of the financial administration of a large agency including budgetary expenditure control, financial planning and program evaluation.
* To be responsible for preparation and review of agency operating and capital budget submissions.
* To manage revenue projections for inclusion in the State revenue estimate.
* To monitor budget variances, analyze causes, and implement necessary adjustments.
* To verify and determine balances across various agency accounts, including budgetary, escrow, petty cash, and purchase card management.
* To be responsible for the compilation, analysis and presentation of statistical and financial reports reflecting expenditures, unencumbered funds and projections of future requirements.
* To evaluate existing programs to plan expansion, modification, or elimination based on changing needs and fund availability.
* To assess management methods and systems to ensure effectiveness in attaining agency objectives.
* To conduct cost analysis surveys of agency operations to recommend cost-reduction strategies.
* To advise on systems development in accordance with fiscal and staffing standards.
* To verify management of and retention of records for requisitions, payments, purchase orders, invoices, check registers, checks, and other financial transactions as needed.
* To monitor and manage the financial aspect of various grant programs, to include federal reporting and drawdown management.
* To reconcile agency records with the Division of Accounts and Controls to align disbursements, receipts, and balances.
* To compile, analyze, and present statistical and financial reports reflecting expenditures and future requirements.
* To manage weekly payroll submissions, prepare payroll adjustments, and maintain accurate expenditure records.
* To maintain central files for accounts receivable, accounts payable, full time employee roster, and time keeping records.
* To manage the in-state and out-of-state travel programs and the Office purchase card program for policy compliance.
* To plan, organize, and direct personnel handling fiscal management, departmental payroll, timekeeping, and routine record-keeping functions.
* To serve as a functional liaison between various state agencies.
* To provide guidance and instruction over regulations, policies, and modern software implementation with the intent to build technical capabilities and optimize team productivity.
