Overview
Employee will be assigned to Research Service - VA Providence Healthcare System - Providence - RI - performing a variety of budgetary and administrative functions in implementing the service's budgetary program, policies, and procedures. Performs extensive budget administration functions in the formulation, execution, and analysis of the budget for the service line.

EXPERIENCE:
Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position – and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service.
Specialized experience includes: skill in the formulation, justification, and execution of budgets; analyzing and formulating annual research budgets; analyzing and evaluating contract and grant budgets; monitoring control point expenditures; utilizing databases and information systems to compute and analyze data; and preparing recurring and non‑recurring reports.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Applicants must possess at least 2 full years of progressively higher‑level graduate education or a master’s or equivalent graduate degree or LL.B. or J.D. – if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed graduate education and experience may be used to meet total qualification requirements.
PHYSICAL REQUIREMENTS: The work is semi‑sedentary and requires no special physical activities but may require occasional lifting of boxes weighing 10-25 pounds.

- The major duties listed below represent the full performance level of GS‑11.
- At the GS‑9 grade level – you will perform assignments of a more limited scope and with less independence.
- You will progressively acquire the background necessary to perform at the full performance level of GS‑11.
- Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance – availability of higher level work – and availability of funds.
- Duties include—but may not be limited to—the following:
- Formulates and revises the annual budget estimates for base support research activities and components (e.g., personnel, supplies and service, contracts, equipment, information technology, maintenance and repairs, and travel).
- Selects and enters budgetary information on a wide variety of related forms, schedules, and reports.
- Projects anticipated reimbursements – such as for personnel services and contracts – for input into budget projections.
- Monitors receipt of grant distributions.
- Prepares detailed financial statements of research funding and expenditures – producing quarterly and year‑end financial reports for research investigators and research administration utilizing specialized VA Research accounting and reporting systems.
- Monitors, tracks, and analyzes obligations and expenditures for base support functions throughout the execution phase of the annual operating budget as well as individual investigator award distributions.
- Analyzes and recommends transfer of funds between object class and line‑item accounts under the same appropriation or allotment.
- Prepares and reviews for accuracy and adequacy all budgets and budget justification data submitted in support of VA intramural research grant applications.
