The Programming Services Officer position is within the Minority Business Enterprise Compliance Office. The salary range is $79,978.00 - $90,554.00. The work hours are Monday to Friday, 8:30 AM - 4:00 PM. Standard work days are 35.0 hours.

The duties include assisting the head of a department, agency, or division by relieving such superior of complex duties involved in the development, management, reorganization, and/or operation of a departmental/divisional program which provides services to employees and/or the public. To act as program supervisor, managing the services of the program, while monitoring those service for program effectiveness and efficiency. To study and analyze operational procedures and prepare detailed and comprehensive reports of findings and recommendations.
To establish the scope and detail of the operation of such proposed programs, to document the need for such programs and to indicate the relative importance of such programs as they relate to existing and/or proposed programs. To coordinate the flow of work among the various programs within the department/division, and to reassign space, equipment, supplies and personnel as necessary, to expedite the flow of work.
To review and evaluate state and federal laws, rules and regulations to ensure compliance with the provisions of these rules, laws and regulations in the plans and proposals. To determine the effectiveness of policies, procedures and methods and to initiate alterations as determined by professional review. To perform varied public relations duties such as preparing news releases and writing and delivering speeches, and meeting with community groups to explain program goals, services and objectives to engender public interest and participation.
To assist a superior by performing administrative tasks and research in preparation of the agency's annual budget. To do related work as required.
The position also involves conducting investigations of Disadvantaged Business Enterprises (DBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs), based on third party materials and requests from internal and external authority; to conduct reviews of DBE, MBE and WBE applications for certification; to conduct financial reviews of payroll records, federal tax returns, cash disbursement journals, etc., of applicants; to monitor all programs in MBECO including of Disadvantaged Business Enterprises, Minority Business Enterprises, Women Business Enterprises, and Veteran Business Enterprise to determine their participation in Procurement;
to prepare an annual external participation reports for the department, detailing the MBE/WBE participation in State procurement; to be responsible for using and maintaining photographic equipment in field service; to assist in the preparation of reports submitted to the Federal Highway Administration and other state or federal entities; to investigate complaints filed by the Environmental Protection Agency, Department of Transportation employees or assigned agency, concerning violations with the United States Department of Transportation regulations or State regulations, policies and procedures;
to be responsible for following federal and state legislation and interpreting their provisions concerning certification programs and enforcement; to coordinate the assigned department's efforts with those of other state departments, with the federal government and with concerned citizens groups; to be responsible for the total planning, program development and research for the various programs of the department for the purpose of coordinating the programs within the department and with other departments and agencies, improving present programs and creating new programs to provide better services to the people of the state in the most effective and efficient manner possible;
