Key Responsibilities
• Lead integrated cross-workstream planning: build and maintain the program roadmap, manage dependencies/critical path, and align milestones with strategic outcomes.
• Oversee workstream PMs: establish delivery guardrails, standardize status/metrics, remove blockers, and ensure adherence to EPMO framework.
• Partner with the Architect: align architecture decisions, interfaces, and sequencing; anticipate upstream/downstream impacts across data, QA, and implementation.
• Drive governance and control: stand up RAID/decision/change control logs, run decision forums, and ensure transparent status for executives and stakeholders.
• Resource and capacity foresight: forecast skills and capacity needs, plan backfills, coordinate onboarding, and surface constraints with mitigation options.
• Quality and readiness: coordinate the QA workstream (strategy, entry/exit criteria, UAT alignment), lead cutover planning, and manage post-go-live validation.
• Financials and business case: contribute to budget forecasting, benefits tracking, and variance analysis; recommend trade-offs to protect value delivery.
• Stakeholder leadership: facilitate multi-disciplinary forums, frame options and trade-offs, secure timely decisions, and maintain clear executive-ready communications.
• Compliance and change: ensure deliverables meet regulatory, HIPAA, security, and program standards; coordinate change management and stakeholder engagement.
• Serve as Agile Epic Owner as needed; ensure solutions are adequately tested and documented; manage multiple projects simultaneously.
Required Qualifications
• 8-12+ years leading complex technology programs/projects as a Senior PM or Program Manager, including oversight of other PMs and vendor partners.
• Demonstrated strength in dependency management, critical path analysis, scenario planning, and executive-level communication.
• Technical fluency (non-developer): comfortable with APIs/integrations, batch/ETL, data lineage, environments/releases, and operational readiness practices.
• Proven experience coordinating QA/UAT, implementation/cutover, and post-implementation stabilization across business and IT.
• Hands-on governance: RAID, decision registers, change control, benefits tracking, and metrics/dashboard creation (executive-ready).
• Tools: MS Project or equivalent, Azure Dev Ops/Jira, Smartsheet/PPM Pro, Confluence, Microsoft 365 (Teams, Word, Excel, PowerPoint, Visio).
• Industry: healthcare or PBM experience preferred; HIPAA knowledge required.
Nice to Have
• Familiarity with NCPDP F6 or other healthcare data standards.

Certifications:
PMP, PgMP, PMI-ACP, SAFe (SPC/Agilist), or equivalent.
• Experience leading data-centric initiatives (EDI, data quality, MDM, analytics, or platform modernization).
Education & Certifications
• Bachelor's degree required (or five years of healthcare-related experience).
• Project/Agile certification preferred (or ability to obtain within one year of hire).
