SUMMARY

Under the general direction of the Director, Capital Project and in collaboration with the departments Administrative Director, the role controls how projects are implemented to satisfy the client’s programmatic needs while meeting schedule and fiscal requirements. It is responsible for construction methodology, contract management, and day‑to‑day project management. The individual ensures that all projects—whether the design is in‑house or completed by outside consulting firms—compliance with applicable building codes and regulations.

Generally acting as the leading individual contributor and coordinator of construction field activities, the role includes coordinating construction documents, specific actions, and contracts for routine and complex construction projects, with a focus on space planning oversight and department move management for the Brown University Health System.

RESPONSIBILITIES
  • Develop the budget and schedule for the project, coordinating consultants and contracts.
  • Work with architects and engineers to develop construction documents.
  • Ensure the technical quality of construction and client satisfaction.
  • Monitor budget, staff time, job costs, and accounting; review invoices and billing; develop and maintain contracts.
  • Prepare value engineering analysis for senior management review.
  • Prepare funding authorization, process invoices, and control project finances.
  • Ensure project milestones are met and expenditures stay within budget.
  • Recommend improvements or alternatives to maximize the budget.
  • Develop and implement quantitative and qualitative standards for the project team.
  • Coordinate activities of hospital trades, construction crews, and outside contractors to ensure compliance with specifications and completion timelines.
  • Ensure appropriate testing is completed and reports are submitted.
  • Review bid proposals and make recommendations to the Director of Capital Projects.
  • Assist departmental trade supervisors and department heads in planning and utilizing hospital facilities, utilities, equipment, and support services.
  • Collaborate with outside planning resources to assist the process.
  • Manage and coordinate with site operation user groups, organize meetings, and prepare materials and presentations to facilitate interaction.
  • Obtain approval from local, state, and federal agencies; participate in commissioning, inspections, and acceptance testing.
  • Review specifications of proposed major equipment purchases for compliance with institutional standards and compatibility.
  • Work with Development and Communication staff to create graphic and presentation materials for donors, grant submissions, fundraising, and public relations.
  • Assist in securing funding and approval of projects by business partner management and governing bodies.
  • Maintain technical skills and stay current with planning, health‑care industry trends, legislation, and regulation through training, seminars, and other professional development.
  • Participate in councils, quality improvement teams, and other committees as required.
MINIMUM QUALIFICATIONS BASIC KNOWLEDGE
  • Construction, construction design, and architectural design knowledge typically achieved in a four‑year bachelor’s degree program in architectural, electrical, or mechanical engineering.
  • Understanding of the analysis required to manage physical facilities projects from conceptualization through implementation, with discretion in determining methods.
  • A broad professional knowledge base to prepare, evaluate, and approve specifications and provide guidance.
  • Working knowledge of computers, CADD systems, and engineering‑management software for effective production of construction documents, specifications, and schedules.
