Responsibilities- Lead complex federal healthcare technology programs through all phases of delivery, ensuring alignment across scope, schedule, budget, and organizational objectives.
- Drive program governance, operational oversight, risk mitigation, and executive-level reporting across multiple work streams and stakeholder groups.
- Partner closely with federal clients, Oracle Health leadership, and cross-functional delivery teams to ensure successful implementation and operational excellence.
- Build strong trusted‑advisor relationships with executive stakeholders while influencing strategic program direction and delivery outcomes.
- Proactively identify, assess, manage, and communicate program risks, dependencies, escalations, and mitigation strategies.
- Optimize program financial performance and resource utilization while maintaining high standards of quality and delivery execution.
- Lead and coordinate cross‑functional teams, vendors, and partner organizations operating across complex delivery environments.
- Ensure adherence to federal contracting requirements, compliance standards, governance protocols, and program management best practices.
- Support business growth initiatives by identifying opportunities for expansion, operational improvement, and client partnership development.
- Drive accountability, collaboration, and operational excellence across matrixed organizations and geographically distributed teams.
- Mentor and guide project managers, team members, and emerging leaders while fostering a culture of ownership, execution, and continuous improvement.
- Proven experience leading large‑scale federal programs with multiple operational work streams and stakeholder groups.
- Strong executive presence with the ability to communicate effectively across technical, operational, and leadership audiences.
- Expertise in program governance, risk management, escalation management, and cross‑functional delivery coordination.
- Experience managing third‑party vendors, external partners, and complex delivery dependencies.
- Strong organizational leadership, team building, coaching, and mentoring capabilities.
- Ability to navigate ambiguity, drive alignment, and influence decision‑making across matrixed environments.
- Excellent communication, presentation, and stakeholder engagement skills.
- Demonstrated ability to anticipate challenges, proactively solve problems, and maintain momentum in high‑pressure environments.
- Familiarity with systems development lifecycle (SDLC), healthcare technology implementations, and business process transformation initiatives.
- Bachelor’s degree or equivalent experience required.
- Minimum of 5+ years of program or project management experience, preferably within federal healthcare or government contracting environments.
- PMP certification strongly preferred.
- Prior federal contracting and healthcare technology experience preferred.
- Experience supporting large‑scale healthcare modernization or digital transformation programs highly desirable.
- Ability to travel up to 20% as needed.
- U.S. Citizenship required with the ability to obtain and maintain a government security clearance.
